RUSSELLVILLE HISTORIC DISTRICT COMMISSION MINUTES Council Chamber City Hall – Monday, October 24, 2022 6:00PM Commissioners Present: Betsy McGuire, Chair Leo Cantu, Vice-Chair Judy Galloway, Secretary Suzanne Alford Steve Newby Polly Hardin Beverly Hooten Nathan George Commissioners Absent: Greg Barborek City Council Liaison Absent: Rick Harrell Staff Present: Victoria Marchant - Historic Preservation Officer and Planner 1 Advisors Present: Sara Jondahl - City Planner Liaisons Absent: Danielle Housenick - MSR Director, Trey Smith - City Attorney, T. Kirt Sloan - Fire Chief, Richard Setian - Deputy Building Official Call to Order, Roll Call & Welcome The October 24, 2022 meeting was called to order at 6:05pm, the role was called and a quorum was established. Approval of Minutes: Ms. McGuire asked if everyone had read the minutes of the September 22, 2022 meeting. There were some corrections due to typos and some wording noted by Ms. Alford and Ms. McGuire. Mr. Cantu made the motion to accept the minutes as corrected and Mr. George made the second. The minutes were approved as corrected by a voice vote. Agenda: The only item on the agenda was a COA application for a 2' x 3' sign for Shades Salon at 114 S. Commerce Avenue by Brittany Bryson. The HPO, Ms. Marchant, recommended approval of the COA application since it meets specific guidelines in Section 10.27 Signage (A) appropriate size and not distracting from the architectural integrity of the structure, (B) the painted metal is an appropriate material, (C) The color is in harmony with the façade of the building, (D) does not obscure ornamental detail, (E) there is no proposed illumination, (F) it is not scrolling or flashing, and (G) it is located appropriately projecting from the wall. Staff recommended approval of the application with the condition that a sign permit from the City of Russellville is obtained. Ms. Hardin made the motion to approve the COA and Mr. George made the second. The motion was approved by a voice vote. Unfinished Business: Ms. Jondahl reported on the Latimore Tourist Home. Phase 1A, the moving of the house by Combs Home Builders & House Movers, to its temporary location at the bend of S. Houston Avenue and West 5th Street. The moving was accomplished with a grant from the Arkansas Historic Preservation Program. The next step is Phase 1B, the purchase RUSSELLVILLE HISTORIC DISTRICT COMMISSION Meeting October 24, 2022 Page 2 of additional property and moving the house into its final location on the east side of S. Houston, facing James School Park. Ms. Alford reported on the status of the Old Town Neighborhood Historic District. The next step will be to have a meeting of residents in the area to decide what sort of district is wanted, a National Register Historic District or a Local Ordinance Historic District. A meeting is planned for November 12 at 6PM at the Russellville Depot with Iian Montgomery and Ralph Wilcox from AHPP present to answer questions. Ms. McGuire asked if the new brochure had the artwork centered on the front flap. Mr. Newby said he had corrected it and sent it to Ms. Marchant. Copies will be provided to commissioners either digitally or in print as requested. New Business: Change of meeting dates for the November and December meetings were discussed since our meetings tend to fall on a holiday this time of year. Ms. Marchant suggested Tuesday November 15th and Tuesday December 13th. Ms. Galloway suggested that both meetings be canceled if there are no COAs to review. The commission is required to meet once a quarter and that requirement has been fulfilled. The commission was in agreement with the dates and the suggestion to cancel. Adjournment: Mr. Cantu made the motion to adjourn at 6:37PM and Mr. Newby made the second. The motion was approved by a voice vote. Betsy McGuire - Chair Date
