SUBJECT: Public Hearing: Rancho Sahuarita Specific Plan Amendment – Open Space and Drainage LOCATION: Within the Rancho Sahuarita master-planned community. The amendment area is approximately 75-300 feet wide, generally along the western edge of the Rancho Sahuarita development abutting the east side of I-19. Please see attached map (Attachment 1). APPLICANT: Linda Morales, The Planning Center on behalf of Sharpe and Associates PROPOSAL: The Planning Center, on behalf of Sharpe and Associates, requests approval of an application for a Specific Plan amendment to change the zoning of areas designated PF/OS/dr to match the zoning of the adjacent development. Modifying the area labeled "PF/OS/dr" identified in the RSSP Land Use Plan and related exhibits to eliminate the phased detention area along the east side of Interstate 19; 2. Modifying the typical drainage channel cross-sections 'A­A' and 'E-E', pertaining to the previously approved drainage and landscape buffers in this area; and Attachment: PZstaffreport_RSSPa2018 (Amendment to Rancho Specific Plan) 3. Changing the land use designations of the area zoned PF/OS/dr (Public Facilities/Open Space/drainage) in the RSSP Land Use Plan located along the east side of Interstate 19. With the requested land use change, this PF/OS/dr area will take on the zoning of the adjacent development areas (pods) as follows: • North of Sahuarita Road – the PF/OS/dr adjacent to Pods 11 and 14 t o MDR (Medium Density Residential), adjacent to Pod 19 to MHDR (Medium High Density Residential), and adjacent to Pod 20 to RC (Regional Commercial); and • South of Sahuarita Road – the PF/OS/dr adjacent to Pods 25 and 28 to TC (Town Center), adjacent to Pods 29, 30, 31 and 32 to MDR (Medium Density Residential), and adjacent to Pod 33 to LDR (Low Density Residential). This amendment does not change the overall density or maximum number of dwelling units of the development. The purpose is primarily to modify the overall drainage plan. Exhibits and text in the specific plan document are modified to be consistent with this request. BACKGROUND: Specific plans are provided for in both Arizona Revised Statutes and the Sahuarita Zoning Code. The Rancho Sahuarita Specific Plan (RSSP) was adopted by the Town in 1996. The RSSP has been amended many times over the years to meet more current development trends. DETAILS OF THE REQUEST: The RSSP has numerous land use categories, or zones. In a typical development outside of RSSP, open space and drainage areas are a part of the underlying zoning. So, an R-1 zoned subdivision will include open space and drainage areas within that R-1 zoning. Drainage areas do occur within residential zoning in the RSSP, but the specific plan also includes large areas that were once planned for open space or drainage in a zone called PF/OS/dr, Public Facilities/Open Space/drainage. Where former PF/OS/dr zoned areas are adjacent to either TC (Town Center), MHDR (Medium High Density Residential), RC (Regional Commercial), MDR (Medium Density Residential), or LDR (Low Density Residential), those areas will be rezoned to be the same as the adjacent applicable zoning. Sahuarita Center Way Sahuarita, AZ 85629 sahuaritaAZ.gov When the specific plan was initially drafted in the mid-1990's, the intent of the two drainage/open space cross-sections was to provide a series of detention facilities adjacent to 1-19 to collect runoff from the culverts that ran under the highway and discharge peak flow into downstream onsite channels. Considering that many of the exhibits, particularly the Water Resources Concept Map, were developed at a "2000-foot scale, conceptual level" and "a range of possible widths and depths of these systems" Attachment: PZstaffreport_RSSPa2018 (Amendment to Rancho Specific Plan) were contemplated during the initial time of rezoning, it is justifiable to amend cross-sections 'A-A' and 'E-E' to reflect new information as presented in the Master Drainage Report prepared by Stantec and approved by the Town of Sahuarita for both Entrada Del Rio and Regions 6, 7, 8 and 9 Tentative and Final Block Plats. The new drainage pattern focuses the drainage/open space into the interior of the subdivisions. The proposed modifications will still allow for adequate landscaping and buffering adjacent to 1-19 as well as the creation of natural open space and retention/detention facilities within the developed areas of Rancho Sahuarita where they can be utilized and enjoyed by the residents and businesses who will reside within Rancho Sahuarita. Not only do the proposed modifications allow for the logical placement of drainage facilities and open space amenities, they continue to provide for a 40- 50’ wide landscape buffer along the I-19 frontage. GENERAL PLAN CONFORMANCE: The RSSP amendment has been reviewed for conformance with Aspire 2035: Sahuarita’s General Plan. The RSSP area is designated as a growth area in the General Plan. According to the General Plan “Growth areas are areas that are highly likely to develop within the 10-year lifetime of the General Plan, and as such the Town should promote growth and infrastructure investment in the Growth Areas”. The General Plan establishes a number of Goals and Policies to help guide the future growth of the Town. The Specific Plan amendment conforms to the following General Plan goals: LU-4.2: Support master-planned development that encourages a mix of residential, employment, commercial, and recreational and open space uses. This proposed amendment supports the same mix of land uses in the master-planned community. LU-4.3: Promote new development that is compatible with existing land uses, ensuring that future development continues to promote the character, identity and sense of place that makes Sahuarita a distinct community. Sahuarita Center Way Sahuarita, AZ 85629 sahuaritaAZ.gov This proposed amendment is compatible with the overall Rancho Sahuarita land uses, there is no increase in residential density and the amount of open space/drainage remains the same or is increased. LU-6.1: Continue to support the development efforts of adopted Specific Plans. The Town supports the new development occurring or planned in the Rancho Sahuarita Specific Plan. Attachment: PZstaffreport_RSSPa2018 (Amendment to Rancho Specific Plan) GA-1.1: Prioritize growth in areas with planned or existing infrastructure. Infrastructure within the Rancho Sahuarita Specific Plan is either developer-funded or funded through a Community Facilities District. The intent of the of the General Plan conformance requirement in Arizona Revised Statutes is to require that the Specific Plan be analyzed with respect to all of the General Plan maps and policies and a determination be made that it is consistent with them. Staff finds that this amendment is supported by General Plan goals and policies. ANALYSIS While this amendment includes numerous exhibits and some text within the RSSP, it is fundamentally simple. The open space/drainage areas anticipated in the 1990’s were zoned only for that use. Based on new drainage studies, the open space/drainage areas have been adjusted and relocated within the master-planned community. Therefore, the former open space/drainage areas need to have the land use designations changed to allow the same type of development that has always been anticipated. PROCEDURAL INFORMATION: Section 18.90.080.C provides for the process for substantial amendments to a specific plan. The procedure is the same as that for a rezoning when there is a land use change. The Planning and Zoning Commission shall hold a public hearing, at which all interested parties shall be heard. The Commission may recommend conditions to protect the public health, safety and welfare, and may recommend regulations unique to the plan. After the public hearing, the Commission’s findings and recommendations are transmitted to the Town Council. PUBLIC INPUT: Public notice was provided in the Green Valley News on June 20, 2018. Mailed notice was provided to all property owners within 300 feet of the boundaries; 20 notices were mailed. The applicant is also required to post the property with 4’ by 8’ signs on each street that the district has 300’ or more of street frontage. At the time that this staff report was prepared, no comments had been received. Any comments that staff receives will be relayed to the Commission at the July 9, 2018, public hearing. RECOMMENDATION: Staff recommends that the Planning and Zoning Commission forward a recommendation to the Town Council in favor of adoption of the Rancho Sahuarita Specific Plan Open Space and Drainage amendment, with the condition that the applicant provide staff with revised copies, both hard copy and electronic, of the amended RSSP within one month after adoption. SUGGESTED MOTION: Finding that the proposed specific plan is in conformance with the General Plan and is in the best interest of the community, I move that the Planning and Zoning Commission forward a recommendation to the Town Council in favor of the proposed amendment to the Rancho Sahuarita Specific Plan for Open Space and Drainage, subject to the condition as recommended by staff. Comments from the Parks and Recreation Department are as follows: Attachment: Comments Received Attachement (Amendment to Rancho Specific Plan) Paragraph two of the letter states that the request is to “adjust applicable text and exhibits throughout the RSSP” related to the “Collector Channel/Landscape Buffer and Golf Course Fairway.” I did not see any text adjustments that speak to the deletion of the golf course. There is inconsistency between Exhibit III-C.1 Land Use Plan and Exhibit III-J.1 Recreation & Trails Map related to the representation of “Park 4-5 acres.” One indicates four large parks and the other indicates two large parks. Although mentioned in the letter (second to last paragraph page 3), there was not an attached exhibit entitled “Region 6, Region 7 and Region 9 conceptual Open Space/Drainage/Park Facilities. Unable to comment on incomplete/missing information. Thank you for the opportunity to review the request. Public Works has reviewed the subject Specific Plan Amendment and offers the following comments. 1. The original Tentative Block Plat for Rancho Sahuarita Blocks 1-62 and Common Areas (1999) originally called for a large collector channel to convey storm waters flowing under I-19 to then flow North along the east side of I-19 crossing Sahuarita Rd. and continuing North to the large wash/conveyance channel flowing from Rancho Resort to the Santa Cruz River. With the Tentative Block Plat for Regions 6,7,8 and 9 (2008), it was proposed to eliminate/diminish the capacity of this channel and provide/mitigate those flows with developed on-site detention/retention basins throughout Regions 6,7,8 and 9. After many reviews the Tentative Block Plat was approved five years later (2013). In the future individual Tentative Plats will engineer detention/retention facilities to mitigate not only the flows originating west of I-19 but those flows being generated by new development east of I-19. 2. The proposed amendment is consistent with approved drainage plans and the Tentative Block Plat for Regions 6,7,8 and 9 (2013). Public Works concurs with the “Substantial Change Request”. Building Safety There are no comments for fire. Note that future plats and developments will need to meet fire access requirements. If you have any questions, let me know. Re: Rancho Sahuarita Specific Plan Amendment-Open Spaces/Drainage Packet Pg. 13 6.A.c Planning and Zoning The map exhibits attached to this amendment for Regions 7 and 9 do not show an alignment for El Toro Road. That is inconsistent with both the RSSP map exhibits and the Major Streets and Routes Plan. Police Department The following suggestions are made for the purpose of reducing the likelihood of criminal activity. While no guarantee can be stated or implied, the concepts of CPTED have proven themselves internationally. The Sahuarita Police Department offers the inspection as a public service, with the Attachment: Comments Received Attachement (Amendment to Rancho Specific Plan) understanding that there is no way to predict or prevent all crime risks. The purpose of this inspection is to reduce formability of crime, by making a good faith effort to provide a safe environment. Some line items may not apply to your property. Below is a list of crime prevention deficiencies on and around the property and recommendations to help deter further criminal activity. • There are no issues of concern at this time. Finance Department I reviewed the proposed amendments. I have no questions or comments. Cox Communications has no comments. Sahuarita Water Company has no objection to the proposed specific plan amendment. DISCUSSION: The applicant is unable to attend the Planning and Zoning Commission meeting on July 9, 2018, and has therefore requested a continuance to the August 6, 2018, meeting date.
