Planning & Zoning Commission Meeting ACTION Minutes REGULAR MEETING ACTION MINUTES NOVEMBER 5, 2024 The Planning and Zoning Commission of the Town of Sahuarita met in the Sahuarita Council Chambers, 375 West Sahuarita Center Way, Sahuarita, AZ 85629 on Monday, November 5, 2024. 1. CALL TO ORDER The meeting was called to order at 6:00 P.M. by Vice Chair Millet. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MEETING MINUTES FOR SEPTEMBER 5, 2024 MOTION was made to approve the minutes as presented. RESULT: APPROVED MOVER: Kevin Rau, Commissioner SECONDER: Lori Brown, Commissioner AYES: Kevin Rau, Lori Brown, Daniel Millet 5. STUDY SESSION: General Plan Update Study Session. Case No. SA7-24-00001 Orlanthia Henderson, Planning and Zoning Manager, introduced Mat Klyszeiko of Michael Baker International who presented the General Plan Update Study Session. Commission members participated throughout the presentation with discussion. Vice Chair Millet opened the floor for public comment. One attendee requested clarification on a few items regarding the Public Survey. Vice Chair Millet closed the floor. Case No. Z-24-00122 Dylan Parry, Senior Planner, gave the presentation for the proposed Temporary Off-Site-Plan for Sahuarita Unified School District. Vice Chair Millet asked the applicant a few questions. Commissioners asked if the amount of time could be adjusted to 5 weeks instead of 8 weeks with continued discussion between Commissioners and Staff. Vice Chair Millet opened the public hearing. There were no public speakers. Vice Chair Millet closed the public hearing. MOTION was made to recommend approving the proposed Temporary Off-Site Sign Plan as presented. PUBLIC HEARING: Zoning Text Amendment to STC 18. 12 (Rural and Residential Zones) to conform to the requirements of HB 2325 related to the keeping of chickens in residential zones. Case No. SA8-24-00001 Nathan Barrett, Deputy Director, gave the presentation for the proposed Zoning Text Amendment with discussion from Commission members. Vice Chair Millett opened the public hearing. There were no public speakers. Vice Chair Millet closed the public hearing. MOTION was made to recommend approval of the HB 2325 Conformity and Compliance Code Amendment Case No. SA8-24-00001 with amendments as discussed. PUBLIC HEARING: Zoning Text Amendment to STC 18.90 (Specific Plans) and 18.91 (Rezoning Procedures) to conform to the requirements of SB 1162 for rezoning timelines and Arizona Revised Statutes related to protest petition procedures. Case No. SA8-24-00002 Nathan Barrett, Deputy Director, gave the presentation for the proposed Text Amendment with discussion from Commission members. Vice Chair Millett opened the public hearing. There were no public speakers. Vice Chair Millet closed the public hearing. MOTION was made to recommend approval of the HB 2325 Conformity and Compliance Code Amendment Case No. SA8-24-00001.
