AGENDA FOR REGULAR MEETING OF THE COMMON COUNCIL JANUARY 24, 2024 7:00 PM COURT ROOM OF THE MUNICIPAL BUILDING At approximately 6:30 PM, the Mayor and Council will hold a work session in the Conference Room for the purpose of reviewing agenda items and signing bills. No official action will be taken during this time. Pledge of allegiance and moment of silence. 1. Call to order at 7:00 PM. 2. A resolution approving and dispensing with the reading of the minutes of the last regular meeting of January 10, 2024 and the special meeting of January 10, 2024. OLD BUSINESS: NEW BUSINESS: 3. A resolution appointing Jay Bartoszek, Allegany, NY as Provisional Part-Time Grant Administrator effective January 13, 2024, at a salary of $40,000 per year, at a maximum of 25 hours per week, according to the Non-Union Employee Benefits, with a probationary period of up to 52 weeks, and contingent on taking the Cattaraugus County Civil Service test and being reachable. Sponsor: Mayor Magiera 4. A resolution accepting the retirement resignation of Full-time Police Officer Kristin Lasseter after twenty years of service effective January 30, 2024 and further authorize the City to turn over her duty pistol to her, as recommended by the Police Commission. Sponsor: Council Member Koch 5. A resolution accepting the resignation of Shealyn Crooks as Part-Time Dog Caretaker effective January 20, 2024. Sponsor: Mayor Magiera 6. A resolution approving the amended City of Salamanca Code of Ethics Policy, effective January 20, 2024. Sponsor: Mayor Magiera 7. Certain appointments by the Mayor and Common Council 8. A resolution to waive the agenda rule to consider other items(s), if necessary. a. A resolution authorizing the City Clerk to issue a Fireworks permit to Atlanta Special FX, Lawrenceville, GA, for a pyrotechnic display to be held at the Seneca Allegany Casino at a concert to be held on February 10, 2024. Note: Contingent on the Police Chief, Fire Chief, Building Code Inspector and Attorney approving the request and the City Clerk has received the proper proof of insurance. 9. Reminder of other meetings – January 25th Special Council with SNI (Ice Pond) at 10:00 AM, January 29th Special Council (Budget) at 4:00 PM, February 1st Special Council (Budget) at 9:00 AM, February 1st Planning at 7:00, February 6th Fire at 6:30, February 7th IDA at 4:00 PM, February 14th Library at 4:00 PM, February 14th DPW at 6:00 PM and the next Regular Council will be February 14th at 7:00 PM. 11. A resolution authorizing payment of the bills as warranted and recommended by the appropriate Commissions and/or Department Heads, the City Comptroller and City Clerk and accept reports. 12.
