AGENDA FOR REGULAR MEETING OF THE COMMON COUNCIL JUNE 12, 2024 7:00 PM COURT ROOM OF THE MUNICIPAL BUILDING At approximately 6:30 PM, the Mayor and Council will hold a work session in the Conference Room for the purpose of reviewing agenda items and signing bills. No official action will be taken during this time. Pledge of allegiance and moment of silence. 1. Call to order at 7:00 PM. 2. A resolution approving and dispensing with the reading of the minutes of the last regular meeting of May 22, 2024 and the special meeting of May 30, 2024. OLD BUSINESS: NEW BUSINESS: 3. WITHDRAWN A resolution approving the City of Salamanca Personnel Rules/Benefits for Non-Union Employees to be effective July 1, 2024. Sponsor: Mayor Magiera 4. A resolution authorizing the City Clerk to issue a Fireworks Permit to Seneca Gaming Corporation and Starfire Corporation for a firework display to be held on Thursday, July 4, 2024 at dusk pending the approval of the site by the Police Chief, Fire Chief and Building Code Inspector. Please note the proper proof of liability insurance and a Federal Explosives License/Permit has been submitted to the City Clerk. Sponsor: Mayor Magiera 5. A resolution authorizing the City Clerk to issue a Fireworks Permit to Apollo Canna Co. and Skylighters of New York, LLC for a firework display to be held on Saturday, July 6, 2024 at dusk pending the approval of the site by the Police Chief, Fire Chief and Building Code Inspector. Please note the proper proof of liability insurance and a Federal Explosives License/Permit has been submitted to the City Clerk. Sponsor: Mayor Magiera 6. A resolution authorizing Hannah Poling, Recreation Attendant for the Youth Center, to work additional hours (above the regular 15.5 hours) from June 17, 2024 through August 23, 2024 for a maximum of 25 hours per week, at an hourly wage of $18.03 per hour, as recommended by the Salamanca Youth Board. A resolution authorizing the purchase of a new 2024 FORD E-450 Ambulance, through Sourcewell contract #122123-MDX, from Gorman Emergency Vehicles, Elma, NY in the amount of $218,048.00 and to include the power lift and gurney in the amount of $60,145.00 for a total of $278,193.00, to be paid with the Ambulance  Reserve Funds, as recommended by the Fire Commission. A resolution to waive the agenda rule to consider other items(s), if necessary. a. A resolution authorizing the City Clerk Tracy Chamberlain to obtain a credit card for City business. b. A resolution confirming the removal of Andrew Button, Salamanca, NY as Department of Public Works Seasonal Part-Time Laborer, effective May 20, 2024, with payment for 8 hours of training at $17.20 per hour. c. A resolution accepting the resignation of Angelina Cogley, Salamanca, NY as Part- Time Dog Caretaker, effective July 2, 2024 d. A resolution confirming permanent status, upon completion of probation, for the following: Firefighters Richard Carson and Tyler Smith, both effective May 22, 2024. Lieutenants Joseph Gray, Travis Whitehouse, Patrick Steffan and Kyle Gross, all effective May 30, 2024 e. A resolution authorizing the renewal of the agreement for the City of Olean Community Development, Olean Area Transit System bus services within the City of Salamanca for June 1, 2024 through December 31, 2024, and further authorize the Mayor to sign such agreement. 10. Communications from the Mayor and Council. 11. Reminder of other meetings – June 17th Police at 4:30, June 25th Youth Bureau 4:30, and the next Regular Council will be June 26th at 7:00. 12. A resolution authorizing payment of the bills as warranted and recommended by the appropriate Commissions and/or Department Heads, the City Comptroller and City Clerk and accept reports. 13.
