CITY OF SALEM BOARD OF HEALTH MEETING MINUTES December 17, 2018 MEMBERS PRESENT: Paul Kirby, Chair, Dr. Jeremy Schiller, Kerry Murphy, Geraldine Yuhas, Datanis Elias ABSENT: Elizabeth Gagakis, Acting Health Agent, Beth Gerard, City Council Liaison OTHERS PRESENT: Maureen Davis, Clerk of the Board, Bill Legault TOPIC DISCUSSION/ACTION 1. Call to Order 7:00pm 2. Selection of Candidate and There was discussion of terms. Members don’t feel terms are necessary. Details of Offer P. Kirby read Beth Rennard’s recommendation of whether or not to have a fixed term. J. Schiller feels there should be a formal review and it should be a two- way review so the Health Agent can also participate. D. Elias agrees with G. Yuhas that we need to have a formal review process in place. The budget is set for the Health Agent salary. P. Kirby read E. Gagakis’ email about the needs of the department. G. Yuhas opposes a term. B. Legault said discussion of items can take place, but no motions or votes can be taken on items not on the agenda. P. Kirby will check with Lisa Cammarata regarding notifying other candidates that the position is filled. J. Schiller feels we as a Board should thank the other finalist, Kimberley Waller. D. Elias will come up with a sample review process for discussion at a later date. D. Elias motioned to offer the position of Health Agent to David Greenbaum, subject to the details of the offer negotiated between the Candidate, Human Resources and the Chair, Paul Kirby. G. Yuhas 2nd.
