Draft of Minutes of Board of Library Trustees Special Meeting of October 8, 2020
Salem, Massachusetts October 8, 2020
A special meeting of the Board of Trustees was held this date at 4:05pm via Zoom with Trustees Buckley,
Morin, Rourke, Yale, and Mayor Driscoll present and presiding. Trustee Merry was absent. Miss
Mansfield was present.
Trustee Buckley gave an overview of the impacts of the FY21 budget cuts. The budget was
$34,400 short of the MBLC’s Minimum Appropriation Requirements and could result in the loss
of $60,000 in State Aid grant money. Trustee Buckley gave a summary of the waiver meeting
with Finance Director Laurie Giardella.
Decertification impacts were discussed. Mayor Driscoll assured the Board she would not let the
library be decertified. Local aid had been level funded, so either the library would get a waiver
or the budget would be supplemented.
Discussion of the library’s HVAC system followed. Trustee Yale noted that the maintenance
costs on the new system were $3,980 per quarter and the library’s FY21 maintenance budget was
$17,220. The Mayor will follow up with Michael Lutrzykowski.
Discussion of the HVAC upgrades needed to meet MBLC’s recommendations were discussed.
The estimate for the project was still not available, but it may be eligible for CARES act funding.
Miss Mansfield will follow up with Michael Lutrzykowski about the delayed estimate and check
with other companies about estimates for routine HVAC maintenance.

the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real
time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the city’s website an
audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting.
