Board of Commissioners of Trust Funds Minutes of the January 11, 2018 Meeting Present: Mayor Driscoll, William P. Goreham, Thaddeus Buczko, Sumner Jones and Richard Lobsitz The meeting was called to order at 5:30 P.M. in the Mayor’s Office, City Hall. The Salem Council on Aging submitted a request for medication expense reimbursement for a Salem resident. Richard Lobsitz made a motion to approve $605.00 from the Endicott Fund for the expense. The motion was seconded by William P. Goreham. A thank you note was received from the Plummer Youth Promise group for the latest Large Grant check. Sumner Jones reported that he has been working with the Beth Rennard, City Solicitor, on fund distribution limitations. More information will follow. The Board discussed the Perry Hallinan request for a $1,500.00 donation toward his Salem Witch Trials film. The Board agreed that there were no specific funds for this type of activity. The Mayor referred him to Deb Greel, Public Art Planner to explore funding opportunities in the community. The Board discussed the need to have meeting every month when the business is very limited, i.e., fifteen - twenty minute meetings. The Mayor will speak with the City Solicitor to see if it is required to have a monthly meeting. The Board has approved Endicott expenditures not to exceed $1,000.00 when there is no monthly scheduled meeting. The expenditures will be reviewed by the Mayor and Treasurer before releasing the checks, and approved by the full Board at the following meeting. The February meeting has been cancelled due to Board member’s vacations. The Clerk will reschedule the meeting with the Eastern Bank Financial Advisors until March 8, 2018.
