October 27  6 SEPTEMBER 26, 2019 CITY COUNCIL REGULAR MEETING #580 – PUBLIC MEETING HELD TO DISCUSS DEVELOPING AFFORDABLE HOUSING AT THE CHURCH STREET PARKING LOT The following Order introduced by Councillor Milo was adopted as amended. ORDERED: That the City Council sub-committee on Community and Economic Development partner with the Planning Department to schedule a public meeting to discuss the potential of developing affordable housing, in conjunction with public parking, at the Church Street parking lot. Councillor Milo amended that the meeting be held at the Community Life Center and Councillor McCarthy amended to invite the SRA or SRA Chairperson be invited. Councillor Madore, Furey and Peterson were recorded as opposed. ORDERED: That the City Council sub-committee on Community and Economic Development partner with the Planning Department to schedule a public meeting to discuss the potential of developing affordable housing, in conjunction with public parking, at the Church Street parking lot. And that this meeting be held at the Community Life Center and the Salem Redevelopment Authority (SRA) or the SRA Chairperson be invited. Councillor Madore was concerned about the City Council driving this. It should be done by the property owner which is the SRA. As the liaison to the SRA this is the first she is hearing about it. In late 2017 a study was commissioned on the best strategic way how to develop this lot. Take on the Courthouse first which the SRA did. Another recommendation was reinventing the Museum Place Mall and Garage and how to cluster together with private and public partnership. It’s not a good idea to focus on one property. The SRA has to drive the process for the RFP. Worried about the SRA’s capacity and no time to take on another project. There are 3 developments going on downtown – lots of activity – concerns by neighbors. Councillor Turiel stated doesn’t mind having a discussion but we don’t own that property. There’s a lot of development downtown. The crescent shaped lot will be next. Long term solution for the Mall. We can’t make the SRA do anything. See how it all fits together. Would invite the SRA, Mayor, Admin. And neighbors. Councillor Furey stated that the SRA is the driving force. It’s their domain. They see the big picture. We don’t wan another concrete jungle. Councillor Sargent in favor of preserving sight lines, but supports a Councillor. This could lead to a good discussion. Councillor Furey assumes the chair.  7 SEPTEMBER 26, 2019 CITY COUNCIL REGULAR MEETING Councillor Dibble stated we haven’t built any senior housing in last 25 years and people are looking for that. Just to have a meeting on it is doing no harm. It’s a good thing. # 581 – REPORT ON CONDO CONVERSION FROM THE PLANNING DEPARTMENT The following Order introduced by Councillor Milo was adopted. ORDERED: That the Planning Department report to the city council the number of condominium conversions in Salem for each year beginning in 2012 to present. The Committee on Community & Economic Development co-posted with the Committee of the Whole to whom was referred the matter of expanding the HDIP Zone to include all parcels within the City and to rename the HDIP Zone to Salem HD Zone has considered such matter and has recommended that the public hearing be closed and the matter remain in committee. #593 & #593A - (#427) – PRESENTATION FROM THE FRIENDS OF GREENLAWN CEMETERY AND THE CEMETERY COMMISSION The presentation from the Friends of Greenlawn Cemetery and the Cemetery Commission to give an update to the City Council on various matters, such as the Chapel and making Greenlawn Cemetery an Arboretum was received and placed on file. Christine Lutts stated the goal was to get the cemetery on the National register of Historic Places. She highlighted 3 accomplishments and goals: 1. There is a tree map on-line of all the trees at Greenlawn cemetery. 2. Bird Walks – Fifty different species of birds in one walk. 120 different species have been seen in total. 3. To take down the Conservatory and make it into a garden and hope to get the Conservatory back. The Friends are now a non-profit 501C (3). There is a group of volunteers and have raised money through grants, funding and public awareness. There have been 13 fundraisers so far and the 14th is coming up. History of who is buried there. Phase 1 Restoration of the Chapel is completed. Now working on Phase two. The Cemetery consists of 55 acres. Once get accreditation it will open up more grants and funding.  13 SEPTEMBER 26, 2019 CITY COUNCIL REGULAR MEETING Robert LeBlanc – The new General Foreman stated the are moving forward with developing a Master Plan. There are only 500 spots left for Veterans. They are looking at cremations and other tracts to be surveyed to be developed. Councillor Furey stated This is a legacy and jewel to be a national park for centuries to come. Councillor McCarthy read the special thanks on the program Councillor Dibble stated he was very impressed by the presentation. Councillor Dibble made a motion to refer this matter to Government Services co-posted with the Committee of the Whole for a better discussion on how to help the Friends of Greenlawn Cemetery and to talk about space. And to invite the Cemetery Commission, Friends of Greenlawn and the new arborist. Councillor Turiel seconded the motion. ORDINANCE: Amending Traffic, Ch. 42 Sec. 50B, “Handicapped Zones, Limited Time”, Boston Street, one Handicap Parking Space to be added in front of #156, beginning four (4) feet East of the driveway at #156 Boston Street running east for twenty (20) feet.  16 SEPTEMBER 26, 2019 CITY COUNCIL REGULAR MEETING (#529) – TRAFFIC ORDINANCE AMENDING CH. 42. SEC. 74 TOW ZONES – CHARTER ST. The second passage of the following ordinance amendment was then taken up. It was adopted for second and final passage. An Ordinance to amend an Ordinance relative to traffic Be it ordained by the City Council of the City of Salem, as follows: Section 1. Amending Chapter 42, Section 74 – General Prohibition Towing Zones by repealing the following: Charter Street in its entirety both sides. “No Parking, Two Zone” (Not to include "Service Zone" used by funeral home) And replacing it with the following: Charter Street, both sides, from the intersection with Central Street, for a distance of 700 feet. Section 2. This ordinance shall take effect as provided by City Charter. (#530) – TRAFFIC ORDINANCE AMENDING CH. 42. SEC. 5OB HANDICAPPED PARKING – MOFFATT ROAD The second passage of the following ordinance amendment was then taken up. It was adopted for second and final passage. ORDINANCE: Amending Traffic, Ch. 42 Sec. 50B, “Handicapped Zones, Limited Time”, Moffatt Road, one Handicap Parking Space to be added in front of #17 Moffat Road.  17 SEPTEMBER 26, 2019 CITY COUNCIL REGULAR MEETING (#531) – TRAFFIC ORDINANCE AMENDING CH. 42. SEC. 5OB HANDICAPPED PARKING – REPEAL – CONANT STREET The second passage of the following ordinance amendment was then taken up. It was adopted for second and final passage. ORDINANCE: Amending Traffic, Ch. 42 Sec. 50B, “Handicapped Zones, Limited Time”, by REPEALING Conant Street - Handicap Space on the Even Side, starting at a point 25 feet from Bridge Street and continuing for a distance of twenty feet.
