The City Council Committee on Ordinances, Licenses and Legal Affairs co-posted with Committee of the Whole met remotely
via Zoom on Wednesday, July 8, 2020 at 6:00 P.M. for the purpose of discussing the matters(s) listed below. Notice of this
meeting was posted on July 3, 2020 at 4:58 P.M.

ATTENDANCE
All members of the Committee were present. Members of the COW present were Hapworth, Dominguez, Riccardi. Staff
present Beth Rennard, Amanda Chiancola, Chief Giunta, Chief Butler, Lt. Schaueblin, Dominick Pangallo, Mayor Driscoll.

# 142 – INCLUSIONARY ZONING (COPOSTED WITH COMM. OF THE WHOLE)
# 324 - ORDINANCE AMENDING CH. 22 NOISE – FIREWORKS (OLLA ONLY)
#324 Ordinance Amending Ch. 22 Noise – Fireworks
Rennard notes that the ordinance amendment will allow public safety official to impose maximum fine allowed under State
law for violation of noise due to Fireworks for $300.
C. Morsillo moves to refer the matter out to full Council for adoption for first passage, seconded by C. Dibble, voted 5-0,
motion passes.
#142 Inclusionary Zoning
Chiancola: Following up from previous discussion in OLLA on variations between % affordable units required, density bonus,
fractional payments, and target income level.
C. Dibble moves to require any sale of City-owned land in the previous 2 years to include 25% units affordable at 60% AMI,
seconded by C. Sargent, voted 2-3, the motion does not pass.
C. Madore opens public testimony.
Jane Rumrill, Jeff Cohen, Lori Stewart, Kate Jordan spoke in favor of IZ.
Fawaz Abushark spoke in opposition of IZ.
C. Morsillo moves to amend Sec. 5.4.3.1a to change 10% to 12% units affordable at 60% and delete entirety of Sec. 5.4.3.3
fractional payments, seconded by C. Prosniewski, voted 3-2, the motion passes.
C. Morsillo moves to refer the matter to full Council for adoption for first passage as amended, seconded by C. Prosniewski,
voted 5-0, the motion passes.
On the motion of C. Sargent the meeting adjourned at 9:06 P.M.

The City Council Committee on Ordinances, Licenses and Legal Affairs co-posted with
Committee of the Whole will meet remotely on Wednesday, July 8, 2020 at 6:00 P.M. for the
purpose of discussing Inclusionary Zoning and amending an Ordinance relative to Noise
(Fireworks)
Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open
Meeting Law, G.L. c. 30A, §20,and the Governor’s March 15, 2020 Order imposing strict
limitation on the number of people that may gather in one place, this committee meeting will be
conducted via remote participation to the greatest extent possible. Specific information and the
general guidelines for remote participation by members of the public and/or parties with a right
and/or requirement to attend this meeting can be found on the city’s website, at www.salem.com.
No in-person attendance of members of the public will be permitted, but every effort will be
made to ensure that the public can adequately access the proceedings in real time, via
technological means. In the event that we are unable to do so, despite best efforts, we will post
on the city’s website an audio or video recording, transcript, or other comprehensive record of
proceedings as soon as possible after the meeting.
