Discussing parcel 1 of 413 Essex St. be declared surplus and that the parcel be advertised for a sealed bid.
Also present were Councillors Dominguez and Hapworth, City Solicitor Beth Rennard.
Rennard: Parcel 1 of 413 Essex Street was taken by tax title several years ago. The City was approached by abutter Dr. Michael
Kantorosinski regarding the property’s unkempt condition and his interest in purchasing the land. Proper land disposition
process being followed which includes Council approval for surplus before it goes out to bid. Appraisal will be completed next
week.
C. Dominguez had concerns about potential sale price of public land but his questions are answered knowing there will be a
proper appraisal.
C. Hapworth asks about fencing requirements under entrance corridor overlay. Thought it was a much bigger property.
Rennard clarified it’s only a sliver of the property that was subdivided.
C. Madore asks if the proper City staff have reviewed and approved as required by ordinance. Rennard : both planning and
building departments have signed off.
C. Prosniewski asks what Dr. Kantorosinski plans to do with the property.
Dr. Kantorosinski plans to pave over and provide parking for his residential tenants, many of which are on housing vouchers.
C. Madore ask what the alternative plan is someone outbids Dr. Kantorosinski. Rennard : ordinance allows Council to convey
parcel to an abutter. It’s unlikely there will be other interested bidders given the size and geometry of the property.
C. Morsillo moves to refer the matter back to full Council with positive recommendation for approval, seconded by C.
Prosniewski.
3 voting in favor, C. Dibble and C. Sargent absent. Motion passes.
On the motion of C. Prosniewski the meeting adjourned at 6:31 P.M.

posted with the Committee of the Whole will meet remotely on Thursday
October 22, 2020 at 6:00 P.M. for the purpose of discussing parcel 1 of 413 Essex
St be declared surplus and that the parcel be advertised for a sealed bid.

Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open
Meeting Law, G.L. c. 30A, §20, and the Governor’s March 15, 2020 Order imposing strict
limitation on the number of people that may gather in one place, this meeting of the Committee
on Ordinances, Licenses and Legal Affairs co-posted with the Committee of the Whole will be
conducted via remote participation to the greatest extent possible. Specific information and the
general guidelines for remote participation by members of the public and/or parties with a right
and/or requirement to attend this meeting can be found on the city’s website at www.salem.com.
No in-person attendance of members of the public will be permitted, but every effort will be
made to ensure that the public can adequately access the proceedings in real time, via
technological means. In the event that we are unable to do so, despite best efforts, we will post
on the City of Salem’s website an audio or video recording, transcript, or other comprehensive
record of proceedings as soon as possible after the meeting.

modification in programs, services, policies, or activities, may contact the City of Salem ADA
