COMMITTEE ON ADMINISTRATION AND FINANCE
Tuesday, May 21, 2024
The Salem City Council Committee on Administration and Finance co-posted with Committee of
the Whole met in person and remotely on Tuesday, May 21, 2024, at 6:00 p.m., for the purpose
of discussing the Fiscal Year 2025 Operating Budgets and Capital Improvement Plans.
This meeting was co-posted with the Committee of the Whole.
A&F Committee Members participating: Chair Merkl, Prosniewski, Stott and Varela. Absent
was Councillor Jerzylo.
Also attending from the Committee of the Whole, are Councillor Cohen, Councillor Davis,
Councillor Harvey, Councillor Watson-Felt, Councillor Hapworth, and Councillor Morsillo.
Guests: Chief Dion, Fire Department; Chief Miller, Police Department; and Bill McHugh,
Harbormaster.

HARBORMASTER
Councillor Stott moved to approve the Personnel Budget for the Harbormaster in the amount of
$379,108 and an Expenditure Budget in the amount of $60,299 for a departmental total of
$439,407, seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as
follows:
Councillor Prosniewski Yes
Councillor Varela Yes
Councillor Stott Yes
Councillor Merkl Yes
The motion carried 4-0.
FIRE
Councillor Stott moved to approve the Personnel Budget for the Fire Department in the amount of
$10,133,256 and an Expenditure Budget of $477,449 for a departmental total of $10,610,705,
seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as follows:

Councillor Varela Yes
Councillor Stott Yes

The motion carried 4-0.
POLICE
Councillor Stott moved to approve the Personnel Budget for the Police Department in the amount
of $12,099,624 and an Expenditure Budget in the amount of $1,007,660 for a departmental total
of $13,107,284, seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote
as follows:
Councillor Prosniewski Yes
Councillor Varela Yes
Councillor Stott Yes
Councillor Merkl Yes
The motion carried 4-0.
There being no further business to come before the Administration and Finance Committee this
evening, Councillor Prosniewski moved to adjourn the meeting.
The meeting was adjourned at 8:26 p.m.
