JULY 25, 2024 1 SPECIAL MEETING SALEM CITY COUNCIL A Special Meeting of the City Council was held in the City Council Chambers on Thursday, July 25, 2024, at 6:00 P.M. for the purpose of taking action on the items listed below: Notice of this meeting was posted on July 23, 2024 at 2:48 P.M. Councillor Cohen was recorded as absent. Council President Ty Hapworth presided. #410 - (#184) - ORDINANCE AMENDING AN ORDINANCE RELATIVE TO CH. 42, SEC. 75 –RESIDENT STICKER PARKING Councillor Morsillo offered the following report for the Committee on Ordinances, Licenses and Legal Affairs co-posted with the Committee of the Whole. It was voted to accept the report. The Committee on Ordinances, Licenses and Legal Affairs co-posted with the Committee of the Whole to whom it was referred the matter of Ordinance amending an Ordinance relative to Ch. 42, Sec. 75 - Resident Sticker Parking has considered said matter and would recommend that the matter be adopted for first passage as amended. Councillor Morsillo reviewed the red-line amendments (can be found in the city clerk’s office) . Councillor Watson-Felt is not in favor of any fee changes at this time. Some resident sticker residents live where it is easier to park near their home. Some streets do not have this luxury – would have to park far away. Councillor Stott upset not many changes coming out of this. Happy zones are being changed but not really changing the program. Councillor Stott made a motion to amend section D – Fees to read “The fee for each Resident Parking Permit shall be $10.00 and shall be valid for a period of one year, provided that the owner of the vehicle continues to be domiciled within the zone indicated on the resident parking permit, in the event the owner of the vehicle is domiciled outside the zone indicated, the resident parking permit shall be considered null and void. The fee for the first Visitor Parking Permit shall be $15.00. The fee for a second Visitor Parking Permit shall be $30.00. Each Visitor Parking Permit shall be valid for one year.” JULY 25, 2024 2 SPECIAL MEETING SALEM CITY COUNCIL Councillor Varela seconded this motion. Councillor Stott thought fee changes would come from committee. Would hope a decent middle ground could be found. Current fees for 2059 passes are $45.5K. Proposed fee changes $145K. Councillor Stott’s fees would go from $45K to $75K. Councillor Merkl doesn’t see why we would wait to increase the fees. Not all streets only 18% of streets, so exclusive and no change to seasonal passes. Councillor Jerzylo not in favor of raising the fee – no enforcement of this program. Recently there was an event down the Willows and there was no enforcement. Not a privilege to park in front of your house. We all pay excise tax. No one every uses bike lanes but have to pay for it . Should be no fees. Councillor Watson-Felt stated anyone can use the bike lane, resident or not, not the case for restricted zones. Not everyone can park in resident parking. Period of change, not seeing behavioral change. Happy to vote for minor increase and if you have a hardship you can call the Parking Department to discuss. Councillor Prosniewski stated we are talking about this like it’s a benefit, something extra to park in front of your house. We’ve been victims of the City’s success i.e. Derby Street. It’s not the fault of the residents but growth of the City. We need to revamp this. Not in favor of an increase wait for the 6-month evaluation as suggested take baby steps. Residents shouldn’t be victims. Councillor Merkl stated those who don’t live on a residential street have a hardship if don’t live on but near a resident parking street. Councillor Stott’s amendment was adopted by a roll call vote of 7 yeas, 3 nays and 1 absent. Councillors Davis, Merkl, Morsillo, Stott, Varela, Watson-Felt and Hapworth were recorded in favor. Councillors Harvey, Jerzylo and Prosniewski were recorded opposed and Councillor Cohen was recorded as absent. The Ordinance was adopted for first passage as amended (including the red-line amendments and Councillor Stott’s amendment). JULY 25, 2024 3 SPECIAL MEETING SALEM CITY COUNCIL #411 - (#183) - ORDINANCE AMENDING AN ORDINANCE RELATIVE TO CH. 42, SEC. 75A – HALLOWEEN RESIDENT STICKER PARKING Councillor Morsillo offered the following report for the Committee on Ordinances, Licenses and Legal Affairs co-posted with the Committee of the Whole. It was voted to accept the report and adopt the recommendation. The Committee on Ordinances, Licenses and Legal Affairs co-posted with the Committee of the Whole to whom it was referred the matter of Ordinance amending an Ordinance relative to Ch. 42, Sec. 75A – Halloween Resident Sticker Parking has considered said matter and would recommend that the matter be adopted for first passage as amended. Councillor Morsillo reviewed the red-line version for the amendments. (on file in city clerk’s office) (#383) - SECOND PASSAGE OF A BOND ORDER IN THE AMOUNT OF $200,000.00 TO PAY A PORTION OF THE COSTS FOR IMPROVEMENTS AT THE INTERSECTION AT JEFFERSON AVENUE AND WILLSON STREET The Second Passage of a Bond Order in the amount of $200,000.00 to pay a portion of the costs for improvements at the intersection at Jefferson Avenue and Willson Street was then taken up. It was adopted for second and final passage by a roll call vote of 10 yeas, 0 nays and 1 absent. Councillor Cohen was recorded as absent. (#219) - SECOND PASSAGE OF AN ORDINANCE AMENDING AN ORDINANCE RELATIVE TO CH. 36, SEC. 4 - PICK-UP OF LARGE ITEMS, FEES The Second Passage of an Ordinance amending an ordinance relative to Ch. 36, Sec. 4 - Pick-up of large items, fees was then taken up. It was adopted for second and final passage. (#309) - SECOND PASSAGE OF AN ORDINANCE AMENDING AN ORDINANCE RELATIVE TO TRAFFIC CH. 42, SEC. 75 ARTICLE V-A NUMBER OF TEMPORARY RESERVED ROOFTOP PARKING SPACES The Second Passage of an Ordinance amending an ordinance relative to Traffic Ch. 42, Sec. 75 Article V-A number of temporary reserved rooftop parking spaces was then taken up. It was adopted for second and final passage. JULY 25, 2024 4 SPECIAL MEETING SALEM CITY COUNCIL (#388) - SECOND PASSAGE OF AN ORDINANCE AMENDING AN ORDINANCE RELATIVE TO CH. 4 – ADVERTISING SEC. 4-51 (A) (4) (C) BY DELETING 18 FEET AND REPLACING WITH 5 FEET. The Second Passage of an Ordinance amending an ordinance relative to Ch. 4 – Advertising Sec. 4-51 (a) (4) (c) by deleting 18 feet and replacing with 5 feet was then taken up. It was adopted for second and final passage. (#396) - SECOND PASSAGE OF AN ORDINANCE AMENDING AN ORDINANCE RELATIVE TO CH. 2, SEC. 112 – LICENSING BOARD The Second Passage of an Ordinance amending an ordinance relative to Ch. 2, Sec. 112 – Licensing Board was then taken up. Councillor Varela recused himself from this matter. It was adopted for second and final passage. On the motion of Councillor Prosniewski the meeting adjourned at 6:51 P.M.
