City of Salem, Massachusetts “Know Your Rights Under the Open Meeting Law, M.G.L. c. 30A ss. 18-25 and City Ordinance Sections 2-2028 through 2-2033.” The City Council Committee on Committee of the Whole__________________________ met in the Council Chamber on _Thursday, December 4, 2025 _____________ at ______6:30_______P.M. for the purpose of discussing the matters(s) listed below. Notice of this meeting was posted on __November 21, 2025__ at ___ 3:28 P.M._ (This meeting is being recorded) ATTENDANCE COW – Prosniewski (President), Varela, Stott, Harvey, Merkl, Cohen, Hapworth, Morsillo & Watson-Felt. ABSENT WERE: Davis & Jerzylo SUBJECT(S) Carrying over Items in Committee Prosniewski – Starting with #271, the ARPA (American Rescue Plan Act) Funds. Cohen – Motion to discharge and seconded by Stott. Motion carries 9-0. Prosniewski – Next is #559, flag of the Massachusetts tribe at Ponkapoag be displayed in the Council Chambers near the Naumkeag Portrait. Stott – I would like this to remain in committee. I just found out there is a box of flags and there is a state flag that should be displayed. Watson-Felt and Hapworth agree. Stott motion for rule 29B to roll over into 2026. Motion carries 9-0. Prosniewski – Now we have #574 to discuss with DeFranzia and Etheridge the project at Margin St. Hapworth - Motion to discharge. Motion carries 9-0. Prosniewski – Finally we have #47 Chief of Police to submit a report 6 months and 12 months after video enforcement starts to the City Council and School Committee containing data regarding the number of school bus violation enforcement tickets mailed, the number appealed, the outcome of appeal and the number of flagged violations that were not enforceable with the reason. Morsillo – We don’t have cameras school buses yet because the police dept doesn’t like how the legislation was written. The state was not aware that there should be changes made to the legislation but now they are working on it. This should be kept in committee. Harvey – Motion to keep in committee. Motion carries 9-0. On the motion of C. Stott, meeting adjourned at 6:38P.M. ________________________________________________________ (Chairperson)
