COMMUNITY PRESERVATION COMMITTEE
MINUTES
December 8, 2015
A meeting of the Community Preservation Committee (CPC) was held on Tuesday, December 8,
2015 at 6:00 pm at 120 Washington Street, Salem, MA. Present were Chair Kevin Cornacchio,
Mickey Northcutt, Ed Moriarty, Leslie Tuttle and John Boris. Also present was Jane Guy of the
City of Salem Department of Planning & Community Development.
Arriving later in the meeting was Joanne McCrea.
Public Comment
There was no public comment.
Review of Public Comments Received , Finalize Community Preservation Plan
Ms. Guy read written comment from Peter LaChapelle, who would like CPA funds to be used for
restoration of historic reproductions, specifically, the McIntire Arch on Salem Common and
Pioneer Village. Ms. Guy stated that she had previously gotten an opinion from Stuart Saginor
that reproductions were not allowable under the State law. She will respond to Mr. LaChapelle.
VOTE: Ms. Tuttle made a motion to approve the final plan. Mr. Boris seconded the
motion; all were in favor and the motion so carried.
Ms. McCrea joined the meeting at this time.
Other Business
Ms. Guy stated that Matt Veno has been selected as the Planning Board’s representative to the
CPC, replacing Helen Sides. He will be at the January meeting.
Determinations of Eligibility Applications
Ms. Guy stated that there are no new Determination of Eligibility Applications received.
Announce Step 1 Application Deadline
Ms. Guy stated that she will formally announce the Step 1 deadline of January 4th in City News.
It has already been in the most recent press release.
Budget Update
Ms. Guy distributed copies of the monthly budget report and the funding status spreadsheet. She
stated that the FY16 state match came in (an extra $74,406) which will not be available to spend
until November, 2016. For now, the amount available for projects remains at $209,977.94 (not
including FY17 budget).

Approval of Minutes
VOTE: Mr. Moriarty made a motion to approve the minutes of November 16, 2015. Ms.
Tuttle seconded the motion; all were in favor and the motion so carried.
Next Meeting Date
Ms. Guy stated that the next meeting date is scheduled for Tuesday, January 12, 2016.
There being no further business, Mr. Boris made a motion to adjourn. Ms. McCrea
seconded the motion; all were in favor, and the motion so carried.
