February 9, 2016, Page 1 of 2 COMMUNITY PRESERVATION COMMITTEE MINUTES February 9, 2016 A meeting of the Community Preservation Committee (CPC) was held on Tuesday, February 9, 2016 at 6:00 pm at 120 Washington Street, Salem, MA. Present were Chair Kevin Cornacchio, Ed Moriarty, Joanne McCrea, Mickey Northcutt, Tim Shea and John Boris. Also present was Jane Guy of the City of Salem Department of Planning & Community Development. Public Comment There was no public comment. Review of Determination of Eligibility Applications Received PROJECT TITLE APPLICANT SUMMARY Preserve and rehabilitate Proctor’s Ledge Memorial City of Salem historic site Preserve and restore historic Mack Park Wall Improvements City of Salem wall Proctor’s Ledge Memorial Ms. Guy stated that a landscape architect has been hired. Last night’s visioning meeting with the neighbors was rescheduled due to snow. March 1st will be the neighbor visioning meeting, along with a public meeting. The idea is to have something simple and tasteful with pedestrian access, with no space for large gatherings or tour groups and no benches. It will not be on tourism materials. There will be something to memorialize the site, a fence to separate the city property from the other properties and probably some handicapped access and possibly lighting. Mr. Shea stated that now that there is an exact location, Gallows Hill will be even more visited. Ms. Guy stated that the City is trying to get the work completed before October 1st. The City will look at how to direct parking. MOTION: Mr. Shea made a motion to find the proposed project eligible, to be submitted under a CPA funding application under Historic Resources: Preservation. Mr. Northcutt questioned if the project is more relevant under Open Space, since there is no structure and it is just a place. Ms. Guy read the definitions of Open Space and Historic Resources. Mr. Shea felt it was better suited under Historic Resources: Preservation. VOTE: Mr. Boris seconded the motion; all were in favor and the motion so carried. Mack Park Wall Improvements  February 9, 2016, Page 2 of 2 Ms. Guy read the letter from the Salem Historical Commission, which stated that they voted unanimously to designate Ledge Hill, the summer estate of Dr. William Mack and his sister Esther, and, by extension, all existing features of the Mack Park site, including the perimeter stone wall and entrance gates, as a significant historic resource. Mr. Moriarty stated that he was curious about the factors that the Commission took into account to make the determination, besides it being over 50 years, that led them to that conclusion. Ms. Guy stated that they probably viewed the historic inventory form for Mack Park, but added that, when the funding application can be ranked it high, medium or low based on the history. VOTE: Mr. Shea made a motion to find the proposed project eligible, to be submitted under a CPA funding application under Historic Resources: Rehabilitation/Restoration. Mr. Boris seconded the motion; all were in favor and the motion so carried. Other Business Ms. Guy stated that she received a Quarterly Project Status Report from Bates Elementary School, which included that they have purchased three piece of equipment, are continuing to develop design options and fundraising ideas. They plan to purchase remaining equipment in March/April, 2016, organize the community building in April/May, 2016 and demolition/build/re-mulching in June 2016. Budget Update Ms. Guy distributed copies of the monthly budget report. She stated that the funding status spreadsheet has not changed and will remain as is until the FY17 budget approval in April. The amount available for projects remains at $209,771.52 (not including FY17 budget). Approval of Minutes VOTE: Ms. McCrea made a motion to approve the minutes of January 12, 2016. Mr. Northcutt seconded the motion; all were in favor and the motion so carried. Next Meeting Date Ms. Guy stated that the next meeting date is tentatively scheduled for Tuesday, March 8, 2016. There will be no meeting unless the FY17 state match estimates come in or if additional Determinations of Eligibility are received.
