June 14, 2016, Page 1 of 2 COMMUNITY PRESERVATION COMMITTEE MINUTES June 14, 2016 A meeting of the Community Preservation Committee (CPC) was held on Tuesday, June 14, 2016 at 6:00 pm at 120 Washington Street, Salem, MA. Present were Chair Kevin Cornacchio, Vice Chair Leslie Tuttle, John Boris, Joanne McCrea, Ed Moriarty, Tim Shea, and Mickey Northcutt. Also present was Jane Guy of the City of Salem Department of Planning & Community Development. Mr. Northcutt arrived later in the meeting. Public Comment David Hart, 104 Federal Street, stated that he is registered architect in the Commonwealth of Massachusetts and that he wanted to support the CPC in dealing with CPA funds. He stated that he wanted to point out that in the past 10 years as an architect he has been involved in 21 projects in Massachusetts, of which 15 were private and 6 were municipal. He stated that the private projects were primarily museums and churches. He noted that a year ago talked to With Katherine Roth at the Community Preservation Coalition when the City Council seemed to not want to deal with private entities. He stated that she confirmed that the legislation permits public funds for private institutions. For historic projects, the only criteria is that the property be listed on National Register of Historic Places. He stated that he then wrote to the City Councilors. He also went to www.communitypreservation.org and noted that they have data base of all project completed by town and by year for the past 16 years. He looked at similar cities and noted that the statistics show that about half of the projects that were allocated funds for historic preservation were to private institutions. He added that he supports the efforts of the CPC in terms of granting funds to private institutions. He stated that he would be happy to write another letter. Mr. Cornacchio thanked Mr. Hart for speaking before the City Council last year. Ms. Tuttle stated that the CPC looks at a lot of different things when considering priorities, but that the CPC is certainly open to funding private entities. Mr. Boris clarified that when talking about private entities, it means 501c3 organizations. Bates School Playground – Discussion and Vote on Request for Additional Funding The CPC was provided with a copy of a letter from Thomas Milaschewski, Principal of Bates Elementary School, requesting an addition $4,000 for the playground project. Mr. Milaschewski was present. Mr. Milaschewski thanked the CPC for the funding award for the playground project. The current playground structure is in poor shape and dangerous for the students. The CPC support provided is allowing them to build a new playground. He stated that the project has generated a ton of excitement with the students, staff and families and the build will start in a couple weeks. The support provided will make big difference in lives of the students. They are seeking $4000 in additional CPA which would go toward the community build which would allow them to complete the project.  June 14, 2016, Page 2 of 2 Sarah Murphy, PTO parent leader of effort stated that they are very appreciative of the CPC support. She stated they would not be where they are today if not for these funds. She stated that she was able to get all four pieces of the equipment on sale and got free shipping on parts of it, which added up to a savings of $31,000. They will be installing a playground worth approximately $90,000 at a cost of approximately $60,000. She stated that almost all of the CPA money has been spent on materials and equipment. The design, planning, grant writing and installation has been done on a volunteer basis. Mr. Northcutt joined the meeting at this time. Mr. Shea made a motion to recommend funding of an additional $4000. Mr. Boris seconded the motion. Mr. Moriarty stated that he appreciated the interest, but was concerned about people coming back to board for a second bite of the apple. He stated that Stuart Saginor of the Community Preservation Coalition has indicated that it is entirely appropriate even if during the same calendar year, but that he had suggested that we look at it on case by case basis. He stated that he felt that there should be some indication of changed circumstances, unforseeability, emergency or otherwise. He stated that he has not heard any and felt this a short term interest in a small additional amount of money and that he does not understand it, from his perspective, to be an emergency or unforeseeable situation or a situation that was not considered by the CPC previously, where the CPC provided substantial amounts of money. He stated he was not in support of an additional amount of money. The motion was voted on. Mr. Cornacchio, Ms. Tuttle, Ms. McCrea, Mr. Boris, Mr. Shea and Mr. Northcutt voted in favor. Mr. Moriarty voted in opposition. The motion so carried. Approval of Minutes – 4/12/16 Mr. Shea made a motion to approve the minutes of 4/12/16. Ms. Tuttle seconded the motion; all were in favor and the motion so carried. Next Meeting Date Ms. Guy stated that the next regular meeting date is Tuesday, September 13, 2016. There are no meetings in July or August unless a need arises. Other Business Mr. Boris thanked the board entirely and individually for its efforts on behalf of his family.
