December 11, 2018 COMMUNITY PRESERVATION COMMITTEE MINUTES December 11, 2018 A regular meeting of the Community Preservation Committee (CPC) was held on Tuesday, December 11, 2018 at 6:00 pm at 98 Washington Street, Salem, MA. Present were Chair Bart Hoskins, Vice Chair Tim Shea, Chris Burke, Carol Hamilton and John Boris. Also present was Jane Guy of the City of Salem Department of Planning & Community Development. Ed Moriarty arrived later in the meeting. Public Comment There was no public comment. Finalize Community Preservation Plan Ms. Guy stated that there were no public comments received. She noted that at the last meeting Mr. Shea had a concern about the possibility of listing excerpts from reports that might include activities that may not be eligible for CPA funds. She asked if the paragraph on the top of page 29, which states “some of the recommendations are potentially eligible…”, would alleviate the concern, or if she should make the statement stronger. Mr. Shea stated that he was fine with it as written in the draft. VOTE: Mr. Boris made a motion to approve the final plan as amended. Ms. Hamilton seconded the motion; all were in favor and the motion so carried. Mr. Moriarty joined the meeting at this time. Announce tentative application deadlines  Step 1 – 1/3/19 deadline  Step 2 – 3/22/19 deadline Review and Vote on Determination of Eligibility Applications Received Almy’s Clock – City of Salem Dept. of Planning & Community Development The application for a Determination of Eligibility for restoration of the Almy’s Clock on the Essex Street Pedestrian Mall under Historic Resources was reviewed. VOTE: Mr. Shea made a motion to find the proposed project is eligible, to be submitted under a CPA funding application under Historic Resources: Rehabilitation/Restoration. Mr. Moriarty seconded the motion; all were in favor and the motion so carried. Other Business Ms. Guy read letter from Dale Yale of the Bridge at 211 thanking the CPC for the additional funding.  December 11, 2018 Approval of minutes – 11/13/18 VOTE: Mr. Shea made a motion to approve the minutes of 11/13/18 as amended. Mr. Boris seconded the motion, all were in favor and the motion so carried. Funding Status Ms. Guy stated that the City Council approved the funding increase for 211 Bridge Street and therefore the funding status is $104,164 until the FY20 funding surcharge revenues and estimated State match funds are determined in March or April, 2019. Next Meeting Date Ms. Guy stated that the next meeting date is scheduled for Tuesday, January 8, 2019, which will be to review any Step 1 applications received. Mr. Shea will not be at that meeting.
