March 14, 2023
A regular meeting of the Community Preservation Committee (CPC) was held on Tuesday, March 14,
2023 at 6:00 pm via remote participation through Zoom. Present were Bart Hoskins (Chair), Carole
Hamilton (Vice Chair), John Boris, Bob Callahan, Deborah Greel, Kate Martin, Joy Livramento-Bryant
and Rebecca English. Also present was Patti Kelleher of the City of Salem Department of Planning &
Community Development.
Review and Vote on Determination of Eligibility Applications Received
Hamilton Hall Exterior Restoration
Hamilton Hall submitted an application for exterior restoration.
Mr. Callahan asked if the applicant could narrow down the list of items to be considered for the CPA
request.
Ms. Greel noted that the applicant has not identified the project cost yet. She recommended that Hamilton
Hall establish a prioritized list and include costs associated with each item.
Chair Hoskins recommended the applicant identify the items that will protect the building from harm and
are most urgent.
Public comment:
Michael Selbst, President of Hamilton Hall, spoke on behalf of the application and noted that they were
looking for guidance on which items would be eligible for funding.
Chair Hoskins questioned if the work needed to be completed on an area viewable from the public way.
He stated that he did not believe so.
Ms. Greel noted that Hamilton Hall is one of the most significant buildings in Salem and the Hall is
engaged with the public year round.
MOTION/VOTE: Ms. Greel made a motion to find the proposed project eligible, to be submitted
under a CPA funding application under Historic Resources: Rehabilitation/Restoration. Ms.
Hamilton seconded the motion, all were in favor and the motion so carried.
Funding Availability Update
Ms. Kelleher presented the available funding for the FY23 funding round applications.
Ms. Livramento-Bryant asked for the budget to be sent with the application packet.

Ms. Greel noted her disappointment with the loss of funding from Footprint. She asked if the committee
will have to determine eligibility and then rank applications.
Chair Hoskins responded that he hoped to complete the rankings at one meeting. He also noted that in the
past, some projects have requested significant CPA funding in a multi-million dollar project, which has
depleted the budget and left limited funding for other projects.
Ms. Greel agreed and recommended giving consideration for projects that have no other sources and may
not be able to proceed without CPA funds.
Ms. Livramento-Bryant asked if funding will be considered at the next meeting.
Chair Hoskins replied no, finding will be considered at second meeting. He recommended that committee
consider funding available and possibility of running out of funds if large requests for large project with
other funding sources are funded in full.

There being no further business, Ms. Greel made a motion to adjourn at 6:45pm. Ms. Hamilton seconded
the motion; all were in favor, and the motion so carried.

The Community Preservation Committee will be holding a Public Meeting on Tuesday, March 14,
2023 at 6:00 P.M. via remote participation in accordance Chapter 107 of the Act of 2022.
Individuals may participate remotely in the meeting via a remote participation platform called Zoom.
Members of the public and/or parties with a right and/or requirement to attend this meeting may

Providing Public Comment During the Meeting:
Members of the public attending this meeting virtually will be allowed to make comments, if they
wish to do so, during the portion of the meeting designated for public comment. During portions of
the meeting in which public comment is permitted, members of the public who have “raised their
hand” in Zoom will be unmuted and called on to offer comment. In order to raise a hand, members
of the public using the Zoom computer or phone application may click the “Raise Hand” button;
members of the public dialing in may press the star key followed by the number nine (*9), to raise
their hand to speak. Attendees will be called on by their screenname or the last 3 digits of their
telephone number. When called on, the moderator will ask the attendee to unmute their device and
provide their full name, address and comment for the record.
