COMMUNITY PRESERVATION COMMITTEE MINUTES October 10, 2023 A regular meeting of the Community Preservation Committee (CPC) was held on Tuesday, October 10, 2023 at 6:00 pm via remote participation through Zoom. Present were Bart Hoskins (Chair), Carole Hamilton (Vice Chair), John Boris, Joy Livramento-Bryant and Kate Martin. Also present was Patti Kelleher of the City of Salem Department of Planning & Community Development. Not present: Bob Callahan, Deborah Greel and Rebecca English. The Committee discussed the following ideas: acknowledging completed projects with a ribbon cutting or another ceremony with CPC members in attendance; providing a timeline to the public every five years; and creating a story map of CPA funded projects. The public hearing began at 6:30pm Public Hearing and Comment Ms. Kelleher stated that the purpose of this public hearing is to solicit input regarding the development of this year’s Community Preservation Plan (for FY24). The Plan will be used to guide the Community Preservation Committee’s decision-making when reviewing and recommending project applications for Community Preservation Act funding. Ms. Kelleher provide a PowerPoint presentation overview of the CPA. Mr. Hoskins opened up the public hearing to questions and comments. There were no public comments. Review and Vote on Determination of Eligibility Applications received Ms. Kelleher reported that no applications for eligibility determination have been received. Review and Vote on Proposed Revisions to Eligibility Applications and Full Applications Ms. Kelleher presented the draft eligibility and full application forms for review. She noted that no changes had been proposed for the application forms. Ms. Martin questioned whether application should include a question asking if the applicant and/or project had received previous funding. The Committee agreed that this information was in the CPC records. Mr. Hoskins suggested a public awareness campaign for the CPA to celebrate the 10th anniversary of the program in Salem. The Committee agreed to continue this item to the following meeting when more members are present. CPC Meeting Minutes October 10, 2023 Page 2 of 2 Other Business: Approval of meeting minutes of May 9, 2023 VOTE: Ms. Martin made a motion to accept the minutes of May 9, 2023. Mr. Boris seconded the motion. All were in favor and the motion so passed. Member reports on solicitation of comments from City boards/commissions This item was continued to the following meeting when more members are present. Funding Availability Update Ms. Kelleher reported that funding availability for the next funding round has not yet been reported. The Committee agreed to continue this to the following meeting. Discussion/Election of Chair and Vice Chair This item was continued to the following meeting when more members are present. Next meeting: Tuesday, November 14, 2023, 6:00pm There being no further business, Ms. Hamilton made a motion to adjourn at 7:00pm.
