In attendance were Chairman Gary Barrett, Member Deborah Greel. City Solicitor Elizabeth Rennard and Acting Clerk Joanne M. Roomey. Absent were the Clerk of the Board Melissa Pagliaro and Member Paul Flores. 1. Applications for a Street Performer License: Applicant: Kathleen Parks. Ms. Parks said she is a professional violinist. Solicitor Rennard asked Ms. Parks if she understood all the Rules & Regulations. Ms. Parks affirmed. Ms. Greel made a motion to approve street performer license. Seconded by Mr. Garrett. The motion carried. 2. Applications for One Day Liquor License at Old Town Hall for the Salem Main Streets Winter Market on Saturday December 14th, 2019 from 12:00pm – 4:00pm. Applicant: 1634 Meadery. Solicitor Rennard presented the application and stated they do not need a detail officer and they have been doing this for the past four years and there are no issues. Ms. Greel made a motion to approve One Day Liquor License application. Seconded by Mr. Garrett. The motion carried. 3. Applications for One Day Liquor License at Hive & Forge, 30 Church St. for a Sip & Shop Event on Friday December 20, 2019 from 5:00pm-10:00pm. Applicant: Jennifer Simone. The applicant withdrew the application; therefore, no action was taken. 4. Pledge of a Liquor license for two restaurants, Wharf St. Applicant: Finz and Sea Level Restaurants. Attorney Nicholas M. Ambeliotis presented the applications on behalf of Eastern Bank and gave the Board two pledge agreements, one for Finz and one for Game Fish Tavern d/b/a Sea Level. Ms. Greel made a motion to approve the pledge of a liquor license for both restaurants. Seconded by Mr. Barrett. The motion carried. 5. Application for the 99 Restaurant, Bridge St. for a Change of Officer, Directors & Beneficial Interest and a Change of Manager. Applicant: Michael King  Mr. King presented the application and stated that he has worked at the 99 Restaurant for over two years and has had previous experience in restaurants that serve alcohol. He is also tip certified. Ms. Greel made a motion to approve application. Seconded by Mr. Garrett. The motion carried. 6. Application for a Change of Manager for the Kernwood County Club, 1 Kernwood St. Applicant: Susan Dettorre. Ms. Dettorre presented the application. She stated that she works 40-60 hours a week with the bar manager. She has 15 years’ experience and is very familiar with the Kernwood Country Club. Solicitor Rennard said all the paperwork was in order and is ready to go to ABCC. Ms. Greel made a motion to approve the application. Seconded by Mr. Garrett. The motion carried. 7. Application for a Change of Manager for the Gulu-Gulu Café, 247 Essex St. Applicant: George Ebarb. Steve Fillman, the owner of Gulu-Gulu presented the application for change of manager. Mr. Ebarb has over ten years’ experience in the restaurant business and is tip certified. Ms. Greel made a motion to approve the application. Seconded by Mr. Garrett. The motion carried. 8. Application for a Common Victualler License at 13 Washington Square. Applicant: Goodnight Fatty. Jennifer and Eric Sayce presented their application for inside and outside seating. Solicitor Rennard explained that the Building Inspector makes the decision of seating capacity and they must comply with the Inspector’s decision. The license will reflect the Inspector’s allowed number of seats. Ms. Greel made a motion to approve the application subject to the seating capacity set by the Building Inspector. Seconded by Mr. Garrett. The motion carried. 9. Application to amend an Entertainment License for one day at The Derby, Washington St. on December 21st, 2019 from 7:00pm-11:00pm for a live, amplified 4-piece band. Solicitor Rennard presented the application and stated that this is only for one day, that they do not usually have live, amplified entertainment and there have been no issues in the past. Ms. Greel made a motion to approve One Day Liquor License application. Seconded by Mr. Garrett. The motion carried. 10. Application to amend an Entertainment license to include live music, up to 5 pieces, amplified live music on the outdoor patio. Applicant: East Regiment Beer Company, Church St. Scott Perry, the owner of East Regiment Beer Company presented the application. He said the entertainment license would be for up to five pieces, amplified live music on the outdoor patio and would stop at 9:00 p.m. on weekdays and 10:00 p.m. on weekends. Mr. Perry also stated that he is aware of the decibel levels set by the ordinance and it would not be more than 10 dbd over the ambient level. Mr. Perry wants to commence on January 1, 2020. Solicitor Rennard asked him to coordinate with Melissa Pagliaro, the Licensing Board Clerk on future details. He plans on starting in the winter. Ms. Greel made a motion to amend the Entertainment license for a three-month trial basis to include music on the outdoor patio. Seconded by Mr. Garrett. The motion carried. 11. Application to amend an Entertainment License to include occasional live amplified music. Applicant: PLAV Club, Daniels St. Mike Sosnowski presented the application and wants to get back the original license conditions they had years ago. November 2018 was the last complaint the Board got and the PLAV has been on probation since then. Mr. Sosnowski stated that they have had entertainment in the past six months and have had no complaints or problems. The Board approved a license for live music, acoustic only until 11:30pm. 12. Hearing with Street Performers Lawrence Bell and Dante McIntyre regarding complaints during the month of October 2019. Solicitor Rennard explained to Mr. Bell the rules and regulations for a street performer and that he cannot sell balloons, can only accept tips. Mr. Bell suggested that the city revise the rules and regulations to reflect exactly how much space a street performer can use and how often they need to move. He said there have been problems with other street performers taking up too much space. Ms. Rennard agreed to review the matter. Mr. Bell was issued an oral warning about complying with established regulations. 13. Vote of the Board to renew the 2020 Annual Licenses for Liquor, Common Victualler, Sunday Entertainment, Entertainment, Automatic Amusements, Auto Dealers and Lodging Houses, contingent upon applicants being in compliance with all renewal requirements. Ms. Greel made a motion to renew the 2020 Annual Licenses. Seconded by Mr. Garrett. The motion carried. 14. Old/New Business: None 15. Adjournment at 7:00 p.m. Respectfully submitted, Joanne M.
