LICENSING BOARD MEETING MINUTES – DRAFT
A meeting of the Licensing Board was held on Thursday, March 14, 2024 at 12:00 p.m. via ZOOM. In attendance
were Chairman Gary Barrett and members Deborah Greel and Gary Santo and Clerk of the Board, Melissa Mojica.
Absent was Special Investigator to the Board, Sgt. Mike Ball.
1. Application for a Change of Manger at 24 Endicott St. to Paul Joseph Lyons. Applicant: The Cosmopolitan
Club.
Attorney Joe Correnti presented the application. He said this is a resubmittal as the Officer needs to be updated
on the Articles Organization for the ABCC to approve a new manager. He said all that has been done and it just
needs another approval from the Board to be sent to the ABCC. Mr. Barrett said he’d like to disclose that he is
President od Relations for LifeBridge just for the record but that in no way reflects upon the vote for this item.
Ms. Greel motioned to approve. Mr. Santo seconded. All in favor. Roll call vote 3-0.
2. Application for a One Day Liquor License for 500 people on March 26, 2024 from 8am-12pm 45 Congress St.
Dock 19/20, Shetland for the Black Cat Road Race. Applicant: B&S Fitness.
Ashley Steeves presented the application. She said that Notch Brewing will be serving. Ms. Mojica said she is
still waiting on the Insurance. Ms. Greel asked if it was inside or out. Ms. Steeves said that the plan was for
inside but if it’s nice out they’d like to do it outside. Ms. Greel said if the event is outside a perimeter has to be
secured and a police detail for the area is needed. Ms. Mojica said if they have it inside they need to confirm the
occupancy number with the Bldg. Dept. and see if they will need a fire detail because she thinks the capacity is
about 200 and the application says 400 to 500 people, even though it will be in shifts as Ms. Steeves previously
stated. Ms. Greel said she’s not sure she understands the reason for beer at a road race. Mr. Barrett said they
will need a police detail. Ms. Mojica said they will also need something from Shetland giving permission to set
up a beer garden outside the building. Ms. Steeves said she would reach out to Shetland and get back to Ms.
Mojca. Mr. Barrett said that this should be continued to another meeting date until all these things are put into
place. Ms. Greel motioned to continue. Mr. Santo seconded. All in favor. Roll call vote 3-0.
3. Application for a One Day Liquor License for 20 people on March 17, 2024 with a rain date of March 24, 2024
for a Private Wine Dinner from 6-9:30pm at ROOT NS, 35 Congress St. Suite #2350. Applicant: Charles
McSweeney.
Mr. McSweeney said he is hoping this can be a monthly event. He said it’s a series of wine dinners. He said he
is the general manager at Settler downtown. He said he is TIPS certified and will be cooking and also serving
wine. Ms. Mojica said she is waiting for an amended insurance certificate and payment. Ms. Greel motioned to
approve pending payment and insurance. Mr. Santo seconded. All in favor. Roll call vote 3-0.
4. Application for four (4) One day liquor licenses. Applicant: NS Bartending Service.
*March 22- Launch party for Destination Salem 2024 Visitors Guide-70 people-4 to7pm-Espacio, 105
Congress St. The Board voted to waive the fee.
*March 27-Salem Main Streets Annual Meeting-100 people-6-8pm-Salem YMCA, Ames Hall, 290 Essex St.
The Board voted to waive the fee.
*April 18-Dance party by SSU student activities-300 people-9pm-12am-SSU, Twohig Gym, 352 Lafayette St.
The Board voted to waive the fee.
*April 27-Cabaret Night-250 people-7-9:30pm (service before and after show)-Salem YMCA, Ames Hall, 290
Essex St. The Board voted to waive the fee.
Erin McCabe presented the applications. She said the first Is for the CDC, the second is for Salem Main Street,
the third is at Salem State and they will use their own security, the fourth they will serve beer & wine a half
hour before and a half hour after the show. Ms. Mojica said they will need a police detail for this event. Ms.
Greel motioned to approve. Mr. Santo seconded. All in favor. Roll call vote 3-0.
Old/New:
*Mr. Barrett asked if we are calling the Witch’s Brew. Ms. Mojica said they will be added to the Agenda for
the meeting on April 8th.
*Ms. Greel asked if Fatima has inquired about their application. Ms. Mojica said that Ms. Rennard had spoken
with their attorney.
5. Adjournment: 12:40. Ms. Greel motioned to approve. Mr. Santo seconded. All in favor. Roll call vote 3-0.
