Neighborhood Improvement Advisory Council Meeting Minutes Wednesday, November 9, 2016 7:00 P.M. City Hall Annex, 120 Washington Street, 3rd Floor Members Present: Rosemary O’Connor, Anne Sterling, Lucy Corchado, Flora Tonthat, Jerry Smith, Christian Haselgrove, Barbara Mann, Norman LaPointe, Lou Sirianni (for Jim Kearney), Pat Liberti Staff Present: Dominick Pangallo (Mayor’s Chief of Staff) Guests Present: Ben Szalewicz and Adria Leach (Salem State University) Approval of September 14, 2016 Meeting Minutes: Approved Council Updates: SSNA-Ongoing issues with loud and disruptive parties on Hazel Street. Gallows Hill-Aggregate truck using Marlborough Road as short cut. PNA-Leavitt Street repaving wasn’t done correctly, City will check with NGrid. GESNA-Hoping for action from the Endicott Street traffic study. Happy with how Haunted Happenings parking in the neighborhood went this year. MPNA-Looking for status update on Mack Park restrooms and Patton Park completion. SCNA-Speeding on Webb by Footprint contractors an issue. Common bandstand needs a cover on back stairs. BSNA-Questions about when Salem Jail lot will be done and mulching of trees at Gonyea Park. HDSNA-Cruise ship parking this October went well, neighborhood generally satisfied. The Council voted to send a letter of support to Police Chief Mary Butler. Public Comments: None Guest Speakers: Ben Szalewicz, SSU Vice President of Facilities, shared a presentation summarizing the on-going North Campus Precinct Study being conducted by Sasaki for the University. The purpose is to determine opportunities for accommodating facility development or movement of programs to facilitate the relocation of Harrington Building programs from South Campus to other locations. This would allow for the Horace Mann Laboratory School to relocate to the Harrington Building. Szalewicz fielded questions about the methodology of Sasaki’s study, future building locations, changes to the number of enrolled students, coordination of construction projects with the City and neighborhood groups, and traffic impacts from projects. City Updates: SalemRecycles is partnering with Goodwill Massachusetts and SMART (Secondary Materials and Recycled Textiles Association) to host the City of Salem’s sixth Clothing and Household Textiles Recycling Drive on Saturday, November 19th in Riley Plaza from 8:00 am to 3:00 pm. If you go to www.salem.com under the News tab you will find links to two surveys currently being conducted by the City: one seeks feedback from residents on Haunted Happenings and Halloween; it concludes Friday morning of this week. The second is collecting feedback on conditions and utilization of Lafayette Park; there will also be a public meeting on the park at the 135 Street community room on the evening of December 6th. The city is considering amendments to the Certificates of Inspection ordinance for residential rentals. Copies of the draft revisions were circulated to NIAC and are available online. Public comment can be sent to mayor@salem.com before November 22. The Salem Partnership is co-hosting a public meeting on the revised South Salem MBTA commuter rail platform plans. It will take place at Salem High School on Monday, November 14th at 6:30pm. In December. there will be a public meeting on the Proctor’s Ledge memorial design. The precise date, time, and location is TBD. John Tomasz is leaving at the end of November to take a position in Lynnfield. The job has been posted and we will be trying to fill the position as quickly as possible.
