Neighborhood Improvement Advisory Council Meeting Minutes Wednesday, May 9, 2018 7:00 P.M. City Hall Annex, 98 Washington Street Called to Order: 7:06 p.m. Members Present: Marlene Faust & Barbara Mank (Downtown), Anne Sterling & Meg Riccardi (Northfields), Barbara Mann (Greater Endicott Street), Brendan Murphy & Flora Tonthat (Bridge Street), Wendy Meigs (Historic Derby Street), Ann DeIulis (Barnes/Clark/Wyman), Jerry Smith (Salem Common) Guests: None Staff Present: Dominick Pangallo (Office of Mayor Driscoll) Approval of April 11, 2018 Meeting minutes: Approved Public Comment: None Council Updates: • SCNA: Hoping to line up correctional facility prisoners for clean up on Collins Cove path; concerts will be July 11, 18, and 25, one may be on Collins Cove beach; would like to see October parking violation fines increased; asked for update on bandstand project; crosswalks need restriping around Common; offered to share corporation/organizational documents with other neighborhood associations if they need them; would prefer that October carnival not be sited on the Common. • GESNA: Endicott Street one-way is not being consistently obeyed, waiting for update on installation of flex posts to deter wrong-way drivers. • Downtown: First meeting will be May 22 at the Essex and a June meeting will be at Turners; still working on defining the association’s precise borders. • HDSNA: Did clean-up at Swiniuch Park and looking for update on the water fountain installation there; there’s an interest in doing a clean-up at Blaney wharf, too; May 14 is annual meeting, with Footprint, SPD, and SFD on the plant’s safety plan, 7pm at St. Joseph’s Hall. • Barnes/Clark/Wyman: First meeting was April 12; neighborhood clean up went well; planning a neighborhood yard sale; concern about Menino development and hoping for a meeting on it; next meeting will be early June. • BSNA: Clean up on bike path and Jail lot was a success; seeing less litter at Jail lot with the barrels there; Remond Park could use some clean up and attention; annual meeting will be May 21 at Bit Bar; planning joint yard sale with SCNA and HDSNA on August 4; Conners Road seawall repairs look good; dead trees reported at Gonyea Park; would like a neighborhood meeting on the proposal for the Ward 2 Social Club site. • Northfields: Furlong clean up was April 29 with support by Salem Sound Coastwatch and SSU frisbee team; association is working on formalizing the group and its structure, and also holding in person meetings, first being May 10. City Updates: • In the Wake of the Storm - Post Storm Assistance Outreach Monday, May 14, 2018 - 6:00pm to 8:00pm, 98 Washington St., 1st Floor Conference Room This event is being sponsored by Massachusetts Coastal Coalition and being hosted by the City of Salem. It is intended for flood victims, community officials, realtors, and other stakeholders. Please pre-register at www.knowflood.org/events. Outreach will include: expert panel, workshop tables, updates on Salem's post recovery efforts, information on grants, information on flood insurance, claims, etc. • Bertram Field Phase 2 Initial Design presentation Park & Rec Commission meeting, Tuesday, May 15 – 6:45 p.m., Senior Center, 5 Broad Street On May 15th, at 6:45 p.m. the Salem Park & Recreation Commission will host a presentation of the proposed initial site design for new Bertram Field facilities (located at the existing site behind Collins Middle School), including a new locker room, amenities building, press box, and entrance. The presentation will take place at the Salem Senior Center, 5 Broad Street, Salem. The City of Salem and Beacon Architectural Associates have been working with a Bertram Field stakeholders group to understand the needs of the athletic programs, the community, and the existing site conditions. This presentation will discuss site challenges and opportunities, and how the team came to a preferred solution. • AARP & SFAA Fraud Watch Presentation Wednesday, May 23rd, 10-11am, Senior Center, 5 Broad Street Register by calling 877-926-8300 or visiting aarp.event.com/SalemMay23 An educational presentation to help people protect themselves from scams and fraud. Join us for a discussion on how to spot and avoid identity theft and fraud so you can protect yourself and your family. Free of charge and open to all residents of any age. • Free Trolley rides for Salem residents will be offered again starting June 1 through the end of September. Details will be posted at www.salem.com later this week. • Park updates: resodding of Lappin Park is now underway, please stay off the grass. Palmer Cove survey is online still at https://www.surveymonkey.com/r/36NHTZ7 and a public meeting will take place June 5, 105 Congress Street community room, drop in between 6 and 8pm. Final landscaping getting underway at Lafayette Park and McGlew Park. Construction of 289 Derby Street park is progressing. RFI for the Winter Island barracks and hangar is expected to be posted later this month. • Staffing updates: Matt Smith is leaving his position with the City of Traffic & Parking Director, the job will be posted this week or next; Nick Downing will be Acting in the interim. Fire Chief position has been posted and assessment center will take place June 20-22, stakeholder interviews with finalists thereafter; the goal is to have new Chief named by July if possible.
