Neighborhood Improvement Advisory Council Meeting Minutes Wednesday, July 11, 2018 7:00 P.M. City Hall Annex, 98 Washington Street Called to Order: 7:00 p.m. Members Present: Jerry Smith (Salem Common), Lori Stewart (Barnes/Clark/Wyman), Bob Femino (Greater Endicott), Wendy Meigs (Historic Derby Street), Patti Morsillo (Broad Street Park), Kristy Evans (Mack Park), Anne Sterling (North Street Northfields), Flora Tonthat (Bridge Street Neck) Guests: Kate Luchini (Arts & Culture Planner) Staff Present: Dominick Pangallo (Office of Mayor Driscoll) Approval of June 13, 2018 Meeting minutes: Approved Public Comment: None Guest: Kate Luchini, the City’s new Art and Culture Planner, introduced herself and share a bit about her background. She provided a summary about what her job entails and the work of the Public Art Commission. Kate also spoke about some of the public art projects and installations underway and planned for the immediate future. Council members shared ideas for public art in some places and asked questions about the process for installations being approved, the Art Box program, and the Mural Slam that takes place at the Salem Arts Festival each year. Neighborhood Association Updates: • Downtown: Held 2nd meeting at Turners, with Salem PD Sgt. David Tucker. Tanya Stepasuik, chair of the Traffic and Parking Commission will be at the next meeting to talk about parking rate changes, resident parking stickers, and the downtown garage. • Barnes/Clark/Wyman: Setting up a block party for later this summer. Would like the City to install a fire hydrant at the Highland/Wyman corner. Request for help getting advance notification to neighbors for blasting taking place off Clark Avenue for subdivision project. • Broad Street: Interest in the overlay zoning proposal and its impact on the future of 5 Broad Street. • Salem Common: Concerns will be 7/18 and 7/25. SCNA is acquiring an interpretive sign to place at the Arch. • North Street Northfields: McGlew Park ribbon cutting took place 7/11 and Furlong bike parade on 7/4. Next regular meeting is on 7/12. Reports about increase in speeding vehicles on School Street, Dearborn Street, Buffum Street, and Tremont Street. • Greater Endicott Street: Very happy with the new trees on Summer Street and Winthrop Street. New Broad Street Cemetery friends group is active, cleaned up headstones, and installed a new sign in the cemetery. Holding a meeting with City staff and Councillor on 7/25 about an addiction recovery house established at 12 Mt. Vernon Street. • Historic Derby Street: Everyone had a great July 4th. Sidewalk work is ongoing and seems to be proceeding well. The Maritime Festival returns 8/3 and 8/4.  • Mack Park: Working on a memorial bench for Jim Treadwell located in Greenlawn. Friends of Mack Park donated plantings for near the Moose Lodge. Raised $2,000 from the golf tournament for Salem PD K9 unit. Reports of speeding on Highland Street. • Bridge Street Neck: Pickleball Challenge and Dinner in Blue takes place on 7/15. City Updates: • Salem Summer Eats program is underway. Specific date will be announced probably around early August. • Mode Shift Participatory Budgeting is underway. Details are at www.salem.com/shift and proposals are due to shift@salem.com before July 16. Voting will take place in August. • Reserved parking space applications are being accepted now through August 10. There are 30 spaces in Museum Place and 20 in South Harbor. The fee is $1,500 for the year (September 1, 2018-August 31, 2019). • Hampton Inn project starts construction July 16 and is expected to take about two years. During the construction Dodge Street may occasionally be closed to traffic or limited to one-way in a westerly direction. Public on-street parking along the site may also be closed or limited, and the Washington Street sidewalk temporarily closed to pedestrians.
