Neighborhood Improvement Advisory Council Meeting Minutes Wednesday, December 12, 2018 7:00 P.M. City Hall Annex, 98 Washington Street Called to Order: 7:00 p.m. Members Present: Bob Femino (GESNA), Linda Stark (DNA), Anne Sterling (NFNS), Wendy Meigs & Mira Riggin (HDSNA), Andy Lyall and Cindy Jerzylo (WNA), Flora Tonthat (BSNA) Staff Present: Dominick Pangallo (Office of Mayor Driscoll) Approval of November 14, 2018 Meeting minutes: Approved Public Comment: None Neighborhood Association Updates: • Northfields North Salem: Luminaria takes place this Sunday, DPW will sweep Dearborn Street on Friday for it. • Mack Park: Worries about ATG opening on Saturday. Glacier Plaque has come in and will be installed in the park this spring. • Bridge Street Neck: Neighborhood meeting was held regarding the Ward 2 Social Club site. Concerns about Magic Muffler project and ZBA approvals that were granted for it. • Historic Derby Street: Elections were recently held and Mira Riggin was elected as a new co- chair. Both the Christmas House Tour and Progressive Dinner went well. Herbert Street gas work is done, but they haven’t started on sewer work yet. Neighborhood would like to be sure they are kept in the loop on any discussions or planning for the vacant land at Footprint. • Greater Endicott Street: Some curiosity about status of Mt. Vernon Street sober home. Waiting on the flex posts for the Endicott Street/Margin Street intersection. High Street Playground could use a clean up for litter and leaves. Late deliveries to NAPA are again an issue. There have been three vehicle break-ins in the neighborhood recently. • Willows: Association has created two subcommittees, one focused on seawalls in the Willows – particularly Columbus Avenue and the Juniper Cove jetty – and one on restoration of Fort Lee. There may be a CPA grant opportunity for Fort Lee, as well as the possibility of leveraging revenues/visitors from a relocated Pioneer Village to sustain the maintenance needs of the Fort. • Downtown: Still continuing to have problems with Kokeshi leaving their trash receptacles out on Lafayette Street. Pick-up trucks parked at the end of rows in the garage are presenting issues, can those spaces be compact vehicles only? Interested in seeing a reboot of Change It or some similar effort targeting pan-handling. City Updates: • ATG will open for recreational marijuana sales on Saturday at 9am. Hours are 9am to 6:45pm, seven days a week. Nearby streets have been temporarily posted as resident parking only and  placards have been mailed to those residents. ATG will only allow customers in by reservation for the immediate future. Parking is available in their lot and on the in-bound side of Harmony Grove Road. ATG will also have a shuttle running between their store, the MBTA station, and the Universal Steel parking lot. Neighbors should call the Salem Police non-emergency line at 978- 744-1212 to report nuisance behavior, trespassing, and illegally parked vehicles. • Discounted trash overflow bags are available from the Collector’s Office and CLC from December 17-January 7 for $1 each, up to 5 per household. • Willows meeting will take place Tuesday, 7pm, Bentley School. • Peas for Fees: bring in two canned goods and Collector will waive up to $30 in late fees on parking tickets, now through December 20. • Downtown overnight sweep starts the night of Dec. 17. Blowers 9pm-11pm, sweepers 11pm-3am. No parking on downtown streets starting around 8pm – they will be posted. Downtown residents may park in the Museum Place Garage overnight.
