Wednesday, July 8, 2020, 7:00 P.M.
Called to Order: 7:00 p.m.
Members Present: Anne Sterling, Barbara Mank, Barbara Mann, Dennis Colbert, Flora Tonthat,
Linda Stark, Nina Cohen, Gabriel Ciociola, Denise Regan, Mira Riggin, Cynthia Jerzylo, Lori

Approval of July 8, 2020 minutes: Approved
Haunted Happenings: Kate Fox (Destination Salem), David Greenbaum (Health Agent), and
Captain Mark Losolfo (Police Department) provided an update on the current and evolving plans
for October and Halloween in Salem during COVID-19. They fielded questions from members
about gatherings, trick or treating, promotions, events, traffic and road closures, and public
health protocols.
Neighborhood Association Updates:
Bridge Street Neck – Walk audit completed, waiting on the results.
Barnes/Clark/Wyman – Fence down on Highland Avenue at former Cinemaworld site.
Rock crushing louder from Aggregate. Question about Comcast closing their Salem
office.
Northfields – Historic Salem Inc. house tour planned for October as a virtual event.
Chestnut Street – Traffic calming pilot underway.
Salem Common – Orange lights are not on. Waiting on Essex Street crosswalk at
Narbonne House. Graffiti on one of the Common benches.
Broad Street – Excessive speeding in the neighborhood.
Historic Derby Street – Also seeing lots of speeding. Sidewalks almost done on Derby
Street, some punch list items for the contractor to address.
Federal Street – Also seeing lots of speeding.
Willows – Fort Avenue bike lane is in. Waiting on GZA update on the seawall study.
Large crowds/gatherings at the Willows this past weekend.
Greater Endicott Street – Basketball game at High Street, no masks, large group. Street
sweeping signs seemed to go up too late to be effective.
City Updates:
The City has launched an online permitting portal on August 31 st and since that date
we’ve processed over 500 permit applications. There are around 50 different permits and
licenses on the system. You can find it at www.salem.com/permitting.
The Salem Ferry has discontinued service for the year due to low ridership because of the
pandemic.
Household Hazardous Waste disposal day and e-waste recycling day are coming up.
Hazardous Waste is $20/car and takes place September 12 th and E-waste is $20 per item
for some items, others are free, and takes place September 26 th. Both are 8am-noon at
Salem High School.
Stop the Spread COVID testing runs through September 30 th at Salem High School via
walk-up or drive-through. Testing is offered six days a week, weather permitting. The

Fall street sweeping is underway. You can find the schedule and additional details, as
well as a searchable map with street sweeping days, at www.salem.com/streetsweeping.

people that may gather in one place, this meeting of the Neighborhood Improvement Advisory Council will be
