Salem Parks and Recreation Commission FINAL Minutes of Meeting Date and Time: Tuesday, July 18, 2017, 6:40 P.M. Meeting Location: Dining Room, 5 Broad St. Members Present: James Shea, Chris Burke, Vice Chair, Leslie Tuttle Amy Everitt Absent: Bob Callahan, Tricia O’Brien, Director, Parks and Recreation Also Present: Joe Candelaria, Facility Manager Recorder: Kathleen Fitzgerald Meeting Called to Order James Shea calls the meeting to order at 6:40 P.M. New Business Approval of Minutes of the meeting on June 20, 2017. Chris Burke moved to approve, Leslie Tuttle seconded. Motion passes 3-0 with abstention by Amy Everitt. Evelyn Talkowsky, City of Salem – Heritage Days Event. Evelyn presented a letter outlining the event and advised that Heritage Days will take place from August 1 – August 13, 2017. She advised that National Night Out would kick off Heritage Days and it will be a national incentive for the police departments across the state and that it is a community building event. They will do out-reach to the community and the community will get to meet personnel from the local police department and to see what services ae available. Chris Burke asked how they do that. Ellen advised that there will be a K-9 Exhibit and different people there advising about the community services available. There will be vendors displaying, but not selling, to show what programs are available. There will also be a lot of emergency equipment brought in. Command vehicles will be there and Walmart will have a safety trailer. The fire department will be bringing in a smoke house. There will be free pizza, cotton candy, popcorn, bouncy houses and face painting. A motion to approve the Heritage Day Event made by Leslie Tuttle, seconded by Chris Burke and passes 5-0. Matthew Riley, Trader Joe’s Outing. This is Trader Joe’s annual party to take place on July 26, 2017 from 1:00 P.M. to 4:00 P.M. Approximately 50 people are expected. Matt stated there will be live music by some of the Trader Joe’s employees. James Shea asked about clean-up and Matthew stated that the event would end at 4:00 P.M. and they would be sure to clean up. James Shea also stated that they must be aware of the volume of the music and that it cannot be too loud. A motion to approve the Trader Joe’s Event is made by Chris Burke, seconded by Amy Everitt, and passes 5-0. Cornelius Bela, McGrath Park Event. They want to use McGrath Park on August 5, 2017 for a family fun day, including soccer games, basketball, elderly walk around the park and bouncy house. Approximately 110 people are expected and the event will include music and a barbeque. -1- James Shea stated that one of the issues is clean-up and music and asked that the music be kept low, speakers be pointed away from the street, and that the music be appropriate. Bela agreed. James Shea asked Joe Candelaria if the date was okay and he advised it was. Chris Burke motions to approve, is seconded by Leslie Tuttle and the motion passes 5-0 to approve. Guy Robinson, Salem World Clothing and Apparel. They requested to do something different in the neighborhood. They want to do an “end of summer – back to school” event in Mary Jane Park on August 26, 2017. He stated the event would start at noon and end by 8:00 P.M. There would be food and drinks donated by sponsors of the event and back packs donated by local businesses. He stated that they were expecting approximately 100 people. Joe Candelaria was asked if there was anything going on that day and he stated that there was not. James Shea asked about clean-up and music and stated that the music must be appropriate and should end by 6:00 P.M. A motion to approve the event is made by Amy Everitt, seconded by Leslie Tuttle, and passes with all in favor. Susan Yochelson, Salem Coast Watch. They are asking to use Forest River Park for their 12th annual swim & fun event on August 20, 2017. This event will be a celebration of the clean swimmable waters in Salem. The event will need to be set up according to the tides. Susan stated the event will start and finish at the beach by the pool. She also stated that they would be using the locker room and bathrooms and that music and announcements would be provided by a DJ. There will be a raffle and clam chowder donated by Finz Restaurant. James Shea inquired about clean up. Susan stated that they would clean up before and after the event removing rocks, stones and any glass, etc. He also asked if this was a non-profit event and Susan stated that it was. He asked about the cost of the event. Susan stated that it was $30.00 pre-race for ages 17 and under and $40.00 pre-race for adults and a free tee shirt would be given. James Shea asked about the number of people in the water and how they would be kept safe. Susan stated that there would be three (3) different races starting at different times and that there would be kayakers and paddle boarders and coast guard keeping watch. Chris Burke inquired about the start time using the loud speakers. Susan stated that set-up time is 6:30 A.M., but the speakers would not be used until approximately 8:45 A.M. Leslie Tuttle motions to approve the event, Amy Everitt seconds, and the motion carries 4-0. Peter Porcello, Salem Little League. Peter stated that the ball park at Forest River is being raised the second week in August and that the concession stand will be knocked down and that Salem Little League must pay to put it back and that it will need to meet ABA requirements including an elevator. He stated that Salem Little League has already expended $30,000.00 on this project. Chris Burke asked what the Salem Little League was looking for and Peter stated that they were asking for two (2) things – wanted the Park & Rec to officially approve it and that Salem Little League is operating and using it under the original 99 year lease. -2- Chris stated that they could not give them City property and asked if he was asking for exclusive use or lease. Peter stated he did not know. There was just some concern about the 99 year lease they previously entered into with the City. There was some discussion of the concession stand being used by Pioneer Village and Peter stated that Salem Little League would like to be asked if it can be used and thinks the league should have a say in who uses it. He also stated that they would like some monetary compensation if used. It was advised that Pioneer Village may want to use it in October and might be willing to pay for the use. Leslie Tuttle stated that there needs to be some sort of financial arrangement to benefit the league and to find out about the 99 year lease. Shea stated he thought that it was a great project and understood the league’s concern and that something should be worked out with the Director of Parks & Rec. Joe Candelaria was asked to set up a meeting with Trish O’Brien and Peter Porcello. There was discussion on financials. The golf course is down a little because of weather. Witch House is doing fabulous and up twenty-two percent (22%). Salem Willows meters up fifteen percent (15%). James Shea asked Joe Candelaria to put on next month’s agenda what was going to be done with the $18,000.00 from the Salem Willows fund. The revolving account for the Witch House was up twenty-six percent (26%) and the revolving account for the Recreation Department was up thirteen percent (13%). The Pioneer Village and Winter Island Store were both down approximately five percent (5%) probably related to weather. The Winter Island Fund was up six percent (6%). Chris Burke talked about moving Pioneer Village. Shea asked where it would be moved and Chris advised it would be an even swap with Naumkeag. There was a discussion about the basketball court at Forest River and making sure it gets put back up. A motion to adjourn is made by Chris Burke, seconded by Amy Everitt, and passes 4-0.
