(978) 744-0180/(978) 744-0924 Robert McCarthy Fax (978) 219-1665 ACTING MAYOR Trish O’Brien Superintendent MINUTES OF THE SALEM PARK AND RECREATION COMMISSION JANUARY 17, 2023 A meeting of the Salem Parks and Recreation Commission was held on January 17, 2023, at 6:45 p.m., in person at 401 Bridge Street and via remote participation in accordance with a Chapter 107 of the Act of 2022. Present were: Chair, Amy Everitt; Members: Deborah Amaral and Bob Callahan; Trish O’Brien, Superintendent and Commission Clerk Joanne Roomey. Absent were Johnel Roberts and James Shea. Ms. Everitt called the meeting to order at 6:45 p.m. 1. Approval of Park and Recreation Commission Minutes December 20, 2022 Mr. Callahan made a motion to approve the Park and Recreation Commission Minutes meeting of December 20, 2022. Ms. Amaral seconded the motion. The motion carried unanimously. 2. Visitors and Requests: • Michelle Bettencourt, Nina-Soto Realty: Thank You Party Willows Shell, June 11, 2023 from 2:00 p.m. to 4:00 p.m. Michelle Bettencourt appeared from Nina-Soto Realty and asked to have a Thank You party for those participating in the Wicked Big Yard like they did last year at the Willows Shell on June 11, 2023 from 2:00 p.m. until 4:00 p.m. for approximately 150-200 guests. There being no further questions or comments regarding this matter, Ms. Amaral moved to approve the Thank You Party at the Willows Shell on June 11, 2023 from 2:00 p.m. until 4:00 p.m. Mr. Callahan seconded the motion. The motion carried unanimously. • Lynne Krasker, Lappin Foundation: 75th Birthday Party Willows Shell, April 30,2023 from 1:00 p.m. to 3:00 p.m. Lynne Krasker cancelled their request. 1  • Doreen Wade, Salem United: Negro Election Day Celebration, Salem Willows, July 15, 2023 from 9:00 a.m. to 8:00 p.m. Ms. Wade appeared from Salem United Inc. and asked to have the Negro Election Day Celebration at Salem Willows on July 15, 2023 from 7:00 a.m. to 8:00 p.m. for approximately 5,000 attendees. She also requested changing the title from Negro Election Day Celebration to Negro Election Day State Holiday. Ms. Wade said everything will be the same as last year: vendors, parade, entertainment, local basketball and she will provide the commission with her contact information. There being no further questions or comments regarding this matter, Ms. Amaral moved to approve the Negro Election Day State Holiday at Salem Willows on July 15, 2023 from 7:00 a.m. to 8:00 p.m. Mr. Callahan seconded the motion. The motion carried unanimously. 3. Superintendents Report: Financial Reports Ms. O’Brien explained the Common Fees, Plan B report to increase common fees. The Fiesta Company paid $25 per vendor fees for October for a total of $3,425, which has been sent to her for deposit into the Common Maintenance Fund. Ms. O’Brien requested that the $25 per vendor fee be incorporated into all city parks for the collection to be put back into the revolving fund to assist with park maintenance. Ms. O’Brien will follow-up with the Legal Department to see if the changes or adjustments to the common fees and timelines require a city council vote. The commission recommends that these fees be instituted even though the common is not designated park land. Liz Aber from 10 Forester Street was on the call and reiterated what Ms. O’Brien had said about the common not a park jurisdiction and this should go through the city council. Ms. Amaral made a motion to incorporate a $25 vendor fee to other parks besides the common and for the fees to go to the Park & Recreation Department and to send the common vendor fee and the time-line requests to city council. Mr. Callahan seconded the motion. The motion carried unanimously. 4. Old Business: None 5. New Business: None 6. Adjournment: There being no further business to come before the Salem Park and Recreation Commission this evening, Ms. Amaral moved to adjourn the meeting. Seconded by Mr. Callahan.
