City of Salem Planning Board Minutes December 5, 2024 Page 1 of 4 CITY OF SALEM A public hearing of the Salem Planning Board was held on Thursday, December 5, 2024, at 6:30 p.m. via remote access. Public participation was possible via Zoom video and conference call. Chair Bill Griset calls the meeting to order at 6:30 pm. I. ROLL CALL Present: Chair Bill Griset, Vice Chair Kirt Rieder, Tom Furey, Zach Caunter, Helen Sides, Sarah Tarbet, and Carole Hamilton (8) Absent: Jonathan Berk and Josh Turiel (2) Also in attendance: Robin Lee, staff planner II. REGULAR AGENDA A. 32 Federal Street and 34 Federal Street (Map 35, Lot 621) Applicant: WinnDevelopment Companies, LLC f/b/o Division of Capital Asset Management and Maintenance (DCAMM) Description: A continuance of a public hearing for all persons interested in the application of WinnDevelopment Companies, LLC f/b/o DCAMM for the property located at 32 Federal Street and 34 Federal Street (Map 35, Lot 621) in the B5 (Central Development) District for Site Plan Review and a Special Permit in accordance with the following sections of the Salem Zoning Ordinance: Section 9.5 Site Plan Review and Section 7.3 Planned Unit Development Special Permit. This project constitutes Phase Two of a two-phase project. Phase One consists of redevelopment of a city-owned parking lot and proposal of a mixed-use building with parking at 252 Bridge Street. For Phase Two, the applicant proposes rehabilitation and transformation of the historic and currently vacant County Commissioner's and Superior Court buildings located across the street from the Phase One parcels. This filing amends the original filing made on June 27, 2024, by increasing the proposed number of affordable residential units in the County Commissioner’s building from 10 to 15 units. The applicant proposes special events space and restoration of existing offices in the Superior Court building. Proposed site improvements include pedestrian walkways, a sitting area, landscaping, vehicular parking, stormwater management, and utility upgrades. A public courtyard between the two buildings is proposed as the primary entry for both buildings. The team has received approval from the Salem Redevelopment Authority (SRA) and the Design Review Board (DRB). They are awaiting the draft decision, which is being reviewed for engineering and utility issues. Motion to continue to the December 19, 2024, meeting is made by Helen Sides, seconded by Tom Furey, and passes 7-0 in a roll call vote. Discuss and vote on application fees for Coastal Resiliency Overlay District (C-ROD) Site Plan Review. Ms. Lee shares that zoning ordinance 8.9.23 requires adopting fees for Site Plan Review for C-ROD. Staff recommend a fee of $150 since the review includes additional C-ROD Site Plan Review criteria as compared to the previously issued Flood Hazard Overlay District Special Permit. This is double the previous Flood Hazard Overlay District (FHOD) fee. Ms. Tarbet asks if the fee was doubled because this is a more thorough review; the answer is yes. She also asks how the fees are set. Ms. Lee says that in June 2024, fees were revised to be on par with neighboring communities. Ms. Lee shares the new fee schedule on screen. Motion to approve the proposed parking fees for the Coastal Resiliency Overlay District (CROD) Site Plan Review, seconded by Zach Caunter, and passes 7-0 in a roll call vote. June 19, 2025, is the Juneteenth holiday, and City Hall is closed. The following Thursday, June 26, 2025, poses no conflict for the board. Motion to move the June 19, 2025, Planning Board meeting to June 26, 2025, is made by Kirt Rieder, seconded by Zach Caunter, and passes 7-0 in a roll call vote. Ms. Lee says city staff has contacted the power plant manager; they will turn the park lights on and address landscaping concerns. The neighbors had complained about lighting but not about the park lighting. Mr. Furey asks about Boston Street and Bridge Street, the Gateway Project. He was curious if it has changed developers. Ms. Lee has yet to receive updates on this project, but the Engineering department has advised the developer that they need trench permits for the work they are planning. IV. APPROVAL OF MINUTES A. Draft minutes from November 7, 2024 Motion to approve the draft minutes from the regular Planning Board meeting on November 7, 2024, is made by Helen Sides, seconded by Tom Furey, and passes 7-0 in a roll call vote.
