Salem Public Art Commission 98 Washington Street Salem, Massachusetts 01970 KIM (978) 619-5685 BERLEY DRISCOLL MAYOR NOTICE OF PUBLIC MEETING Public Art Commission Tuesday, November 19, 2019, 6:30 pm City Hall Annex, 98 Washington Street, 1st Floor MEETING MINUTES ● Roll Call Meeting called to order at 6:37 pm by Norene Gachignard Julie Barry, New Senior Planner of Arts & Culture for the City of Salem, Emily Larsen Kurt Ankeny-Beauchamp, Janine Liberty, John Andrews, Norene Gachignard, Carly Dwyer Naik - Reminder - Request for brief Bios & Headshots o Gachignard completed - Terms & Reappointments o Larsen and Gachignard terms will be up at 1/11/20 and the PAC will need 30 notice to reapply o Both can either be reappointed or open the seat up to the community o DRB position is yet to be filled, there's a previous relationship with Glen Kennedy but he may not be able to commit until the new year. - Moving Meeting Dates to Third Thursdays at 6:30pm o The group was polled some are able to do various nights but ● Approval of Minutes: - August 20, 2019 Meeting 1. Update grammar Ankeny-Beauchamp made motion to approve Andrews Motion approved unanimously ● Artists’ Row Plan Discussion Update - Extending existing leases until Jan. 30th 2020 1. If the PAC approves the extension, the legal department can draft an update 2. Ceramic by Sibel would like to extend to March in order to move her equipment 3. Chagallpac has been there less than a year and has been publicly engaged, it’s suggested that the lease be extended to 2 years. Gachignard made a motion to approve above extensions for both tenants Liberty seconded motion carried unanimously - Launching Call in January or Early February 2020 - New lease terms and objectives overview 1. 2 makerspace/ studio spaces that will not need to program or activate space with a 2 year lease 2. A performance or collaborative art space they would be in charge of the activation with a 2 year lease 3. Public artists in residence in the final smallest stall also in charge of activation with an 8 month lease 4. Rent would be priced per sq foot 5. Artist in residence would have the space in kind (looking to have utilities included) 6. Money from the PAC funds and the revolving account would be earmarked to the artist in resident, the proposed amount is $10,000 7. The artists in residence would not be required to program from Jan - April because of the lack of traffic 8. The Lobster Shanty will have their lease reviewed next year. 9. A pop up in the space would not be feasible due to licensing and lack of traffic 10. As the artists in resident switches every year it will bring in a new energy every year. 11. Barry suggests using $10,000 of the PAC budget and some monies from the revolving account for the public artist in residence program. 12. This project would be able to be branded, and the PAC would have to make sure to follow through with branding. 13. This would give proof of concept for future funding in public arts. 14. Barry would like to work Laura Swanson from Salem State Enterprise, and the Montserrat Creative Business Development program to help nurture creative business ideas. 15. The FYE 2020 budget may have funding left over it may be able to be used for artist in residence 16. There are micro grants that can be applied to but the bandwidth ● Vote to Establish a Subcommittee to work on the Commissioning of Portrait of Important/Prominent Indigenous Figure by a local Indigenous artist, if possible ● Vision Discussion: Who are we and who do we want to be? - Review of PAC mission statement 1. Grammatical update 2. Add celebrate diversity and inclusion. 3. The Ordinance is missing performance art but Ankeny-Beauchamp made motion to approve Liberty seconded the motion, motion carried unanimously ● Other Business 1. Website updates: Turing artistsrowsalem.com into salempublicart.com other changes and updates? a. There should be an online platform to host the public art inventory b. For now the PAC will work to see if using social media c. There are internships that will continue cataloging d. Barry suggest that we maintain the artistsrowsalem.com while she learns how to update the city of Salem website e. Recommended that the page is hosted on the city website because Barry will be taking responsibility of updating the website. i. Barry could either be trained on the city website ii. There could be a link to the more dynamic site 2. Smaller mural is now available for placement 3. Revolving account a. one for OTH and AR all rental fees are placed into these accounts b. most of the money pays for utilities and programming 4. Crossing waters update a. Crossing waters might happen again, they would like a better relationship with Salem, and to have a stronger partner such as Salem state. They are not sure if they will get the ECCF grant. b. Good entry point for Salem PAC to Montserrat c. Location is up in the air 5. Artists in Residence pertaining to arts fest a. Community artists usually does a large piece is it possible to have the artists in residence to collaborate b. Barry would love to see the artists in residence do an auxiliary piece but not interfere with the community artists’ project c. Artsfest can be flexible with the AIR projects 6. The PAC would like to invite the new director of the PEM to the museum. After the winter the PAC could introduce the artists row project and other projects to them. 7. Indigenous Portrait a. Witch house has offered to pay for the indigenous portrait the PAC would assist with funding this. The tribe will recommend an artist and a figure for the portrait c. Will there be notice to the public, press release, inviting schools to see, or a reception. It should be as public as possible. d. The intention of taking down Andrew Jackson and replacing it with this portrait is important, this may be part of a much larger project. e.
