Salem Public Art Commission 98 Washington Street Salem, Massachusetts 01970 (978) 619-5685 KIMBERLEY DRISCOLL MAYOR Public Art Commission Tuesday, April 7, 2020, 6:30 pm Meeting will be held via Remote Participation ● Roll Call ▪ Kurt Ankeny - Beauchamp, Janine Liberty, Carly Dwyer Naik, Emily Larsen, John Andrews, Norene Gachignard, Julie Barry Salem Public Art Planner ▪ Public : Janet Sheridan Kathleen Mace Rd Hamden NH Laurie hart Federal Street Salem MA Denise Bouchard Lawton Ave Tyler Salem Community TV ● Artists’ Row 2020/2021 Applicant Selection Re-Vote ▪ Perceived Conflict of Interest Disclosure - Barry announced that the PAC are re-voting due to a clerical area around a perceived conflict of interest and then stated ‘At this time I would like to ask if there are any conflicts of interest or perceived conflicts of interested amount our board member for the voting on the applications that will be discussed here tonight?” - Andrews “In my capacity as a state, county or municipal employee, I am expected to take certain actions in the performance of my official duties. Under the circumstances, a reasonable person could conclude that a person or organization could unduly enjoy my favor or improperly influence me when I perform my official duties, or that I am likely to act or fail to act as a result of kinship, rank, position or undue influence of a party or person. I am filing this disclosure to disclose the facts about this relationship or affiliation and to dispel the appearance of a conflict of interest. - Barry asks Andrews “would you say that you were able to give unbiased opinions and votes this evening. and did you follow the appropriate paperwork with the appropriate authority today. Andrews responds Yes - PAC asked if there were any perceived conflicts, All stated no conflict ▪ Application Overview and Discussion - Barry provided a brief overview of finalists and explained that full applications have already been presented to the board in advance for deep review and consideration and that they are also posted on our website www.salem.com/public- art-commission for public viewing. - Barry opens the floor for Board discussions - Chair then calls for public comment o During all public Comment portions of the meeting staff will call on participants by name to ensure everyone is given opportunity to speak o Chair calls for any further comments or discussions Page 1 of 2 City of Salem Public Art Commission Meeting Agenda o Tyler SATV Comments - Jen - no comment o Laurie - I noticed that you had the applications on the website, but Denise and I’s application doesn’t have the artwork. ▪ Barry If you scroll all the way to the bottom you’ll see the art listed there o Denise - none ▪ Motion to Vote - Ankeny - Beauchamp made motion to approve Artist Row applicants Liberty seconded - Motion Passes unanimously ● South Harbor Garage Window Poster Series Design Review ▪ Larsen will screen share her designs and speak briefly one them - 2 Vintage Tourism Designs were displayed, The House of Seven Gables and the Witch house ▪ PAC Logo will be added and then the logo for the buildings added as well. ● Public Art Proposal Presentation by Tom Starr ▪ This will be tabled as Barry have been unable to connect with the artist. ● Naumkeag Portrait Project Update ▪ Call for art will go out this week. ● Other Business ▪ Status Update for Call for Performers will not be presented until next meeting. Based on the current climate ▪ Only 2 applications have been turned in ▪ April meeting will be scheduled as a Special Meeting, date to be determined. - Added Agenda Items Arts fest discussion and mural slam ● Public Comments ▪ None ● Adjourn motion made by Andrews Seconded by Liberty at 7:16pm

Salem Public Art Commission 98 Washington Street Salem, Massachusetts 01970 (978) 619-5685 KIMBERLEY DRISCOLL MAYOR NOTICE OF PUBLIC MEETING Public Art Commission Tuesday, April 7, 2020, 6:30 pm Meeting will be held via Remote Participation Important Announcement Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Salem Public Art Commission will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found below in this document as well as on the City of Salem website, https://www.salem.com/public-art-commission, in accordance with Chapter 40A of the Massachusetts General Laws and Governor Baker’s Emergency Order dated March 12, 2020. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the City of Salem’s website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting. Remote Participation Instructions: Public participation for the Salem Public Art Commission meeting scheduled for Tuesday, April 7, 2020 at 6:30 pm will be conducted via a remote participation platform called Zoom.
