Tuesday, March 16, 2021
Call to Order
A public meeting of the Salem Public Art Commission was held at 6:36 pm via remote participation on
Zoom web conference.
Members Present: (all) Janine Liberty, Norene Gachignard -Chair, Kurt Ankeny-Beauchamp, Carly Dywer
Naik, John Andrews –Co Chair, Emily Larsen, Thu Ngan Han
Staff Present: Julie Barry

Norene Gachignard outlined format for the meeting and indicated members of the public may provide
comments during the period of the meeting designated for public comments as well as raised hand
teleconference options.

Meeting Minute Approvals
Janine Liberty makes motion to approve February 2021 meeting minutes. Norene Gachignard seconds. No
discussion. Motion passes unanimously.
Public Artist in Residence Application Review
• Received about 17 applications
• Suggestion to have a subcommittee to discuss and review the applications in depth, and to then
bring recommendations back to the full committee
• Could also potentially pick next years, as they’re only 8-month applications and have a variety.
• Applications are all on SharePoint. The full body can look at all of the applications in depth on their
own time, if able. As well as the smaller subgroup.
• Emily Laresen, and Kurt Ankeny-Beauchamp, and Thu Ngan express interest in serving on the
Subcommittee
Kurt makes motion to send Public Artist in Residence Application Review to subcommittee. Norene
seconds. Motion passes unanimously.
Update on Naumkeag Portrait Project Status
• Tribal council reviewed applications more in depth –
• Are meeting to formalize their referral for full body to review next week, and making selections to
interview.
Launching Call for Performers
• Launching call for performers for late August/early September to do outside performances.
• Similar to last year’s call with a few adjustments; e.g. added performance art as an option.
• Four events – plus requiring rehearsals in the space at least once. Spaces: Derby Square and
Charlotte Forten Park.
• Timeline - John recommends to give any kind of buffer -
• Old Town Hall is dark until end of June per extended City Covid testing sIte. Will carve out space for
Arts Fest regardless.
• Discussion of utilizing more active outdoor spaces and lack of a rain plan per John.
• PEM wants to be better partner and potentially let them utilize their space.
Proposal to Adorn Samantha Statue for One Day
• Cancelled today, to move to Boston. This was for a skin cancer campaign.
Other Business:
Indra Persad Milowe (Shares design on screen)
• Brought idea to Beautification Committee and then sent over to this commission
• Indra Persad Milowe would like to collaborate with PAC on Lappin Park by proposal to paint the
raised bricks on the walkway, in healing colors.
• Sherwin Williams and Benjamin Moore will purchase paint. In turn she will share photographs of
the project space for the companies to use as advertising.
• Indra requests for bricks to be more fastened to the ground, apart from that will have free labor
and paint.
• John – In SRA/DRB area and they would have to make the call. The bricks may be an issue for the
SRA to paint as will have to power wash it off or keep it up. The PAC has to be behind it in order to
send to the SRA.
• Kurt - Do the photographs need to be run by the city – if it’s a city-backed project? Julie will look
into this.
• Discussion of foot traffic and maintenance after October foot traffic
Norene makes a motion – Not a formal vote – to support this project going forward to SRA but without
bricks (to paint ballards on Artists’ Row alternatively or in addition), Carly seconds:
Four (4) in favor, motion carries.
Support project going forward to SRA but with bricks:
Five (5) in favor, motion carries.
Indra Persad Milowe – has PAC support.
Other Business
• Discussion of cinema space and opportunities
• Julie will send link to Call for PAiR applications and survey results from Mass Cultural
Public Comments
Meeting is open to public comment. No public comment.
John makes motion to adjourn. Thu Ngan Han seconds. Meeting adjourns at 7:27.
