MEETING MINUTES

• Meeting called to order at 4:05 pm.
• Roll Call PAC: Norene Gachignard, Janine Liberty, Catherine Bertrand, John Andrews, & Carly
Dwyer-Naik in attendance. Absent: Kurt Ankeny Beauchamp
• Funding Discussions and Decisions for remaining FY22 Allotments:
This meeting is how to discuss how to spend a total of $15,000 from both the PAC funds and the
programming funds. PAC has $5,000 remaining, and $10,000 allotted for programming funds and
activities in the downtown.
Ideas being entertained by PAC:
- Art boxes- Reach out to those who didn’t make the final cut for the mural slam, 4 more artists
would be able to participate. Themes to be considered: Kind words, bilingual, positive messaging
- Festival Fund and Events Funding through ARPA and the Mayor's Office- might not need as much
help with funding.
- Splaine Park wall/Parks in some capacity- wall art, ground art, topiaries, ect.
- Music performances- programming & funding the music on Artists Row.
- Theater- Commission a theater group to use OTH for the month of July, maybe current stories of
Salem, multimedia stories of Salem as an introduction to post pandemia. This idea would be hard to
put out a call for a commissioned piece, before our deadline. This might be a good idea for “Making
It Public”. We will revisit this idea of “reentering the world” in the next fiscal year.
- Light Orbs in Lapin park- It costs about $3,000 to hire someone to install in trees.
- Immersive art installation in OTH- Commissioning and creating of Immersive Art installation
experience in OTH for the month of July and covering the cost of Artist staffing costs for keeping the
facility open.
- Parking Garage Mural- Welcome mural in the parking garage.
- OTH Summer Artists Market- Staffing would require funding. This would give artists a chance to
showcase their work in a general setting for possibly a week at a time. Maybe artist stipends.
- Positive/Hopeful Messaging: Posters and flyers for windows and storefronts, to be strongly
influenced by PAC and pay the artists. Suggested that this might be put on hold for next fiscal year
to focus deeper on the idea and figure out logistics.
- Chagall PAC- Asked for funding their programs.
Commission discusses the possibility of Art Boxes in each Ward and 3 additional downtown. A total of 10
additional Art Boxes using the last $5,500 in the PAC budget. Julie needs help identifying the Art Boxes that
need the most upkeep in each Ward. Quick rough sketches would be due by May 17th so the commission
has a say in the design. Themes such as positive messages from each ward, or an idea that sums up their
Ward.
Action item- Reaching out to all Ward Councillors to ask for recommendations for art boxes in their
prospective Wards.
Chagall PAC- $5,000
Art Boxes and posters with positive messaging- $5,500
Conservation for Art Boxes- $1,000
Light Orbs/Lapin Park- $3,000
Briefly discussed Parking Garage Mural with positive word or statement- $2000
John motioned for the expansion of the art box project in each Ward totalling $5,500.
Catherine seconded. Voting was unanimous. Motion passes.

Important Announcement
In accordance with Chapter 20 of the Acts of 2021, and as amended by Chapter 22 of the Acts of 2022, this
meeting of the Salem Public Art Commission will be conducted via remote participation. Specific information and
the general guidelines for remote participation by members of the public and/or parties with a right and/or
requirement to attend this meeting can be found below.
No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that
the public can adequately access the proceedings in real time, via technological means. In the event that we are
unable to do so, despite best efforts, we will post on the city’s website an audio or video recording, transcript, or
other comprehensive record of proceedings as soon as possible after the meeting.
Recordings and Presentation materials, if any, can be accessed using the Salem Public Art Commission website
using the following link and clicking on the date for the meeting you wish to view

Remote Participation Instructions:
Public participation for the Salem Public Art Commission meeting on the date and time listed above will be
conducted via a free remote participation platform called Zoom.
The City of Salem strongly encourages any parties who wish to participate in this meeting to download and

Public Comment Protocol:
During portions of the meeting in which public comment is permitted, members of the public who have “raised
their hand” in Zoom will be called on to offer comment. Members of the public who wish to address the
Commission or make a comment may do so only when called upon during the open public comment portion of the
meeting. When the time comes, the Commission Chair or Staff Member will announce that the floor is now open
for public comment.

In order to raise a hand, members of the public using the Zoom computer or phone applications may click the
“Raise Hand” feature that can be found next to your name on the participants screen to ‘raise your hand’ then wait
to be called upon for comment. Please make sure to remember to turn your microphone on and unmute yourself
before raising your hand. Those participating by dialing in from their phones my also utilize the “Raise Hand’
feature of this platform by pressing “ *9 ” on your key pad.
Alternatively, members of the public can email their comments/questions to jbarry@salem.com a minimum of 2
hours before the start of the meeting to have them read into record during the meeting by City Staff.
