Salem Public Art Commission 98 Washington Street Salem, Massachusetts 01970 (978) 619-5685 KIMBERLEY DRISCOLL MAYOR Public Art Commission August 16, 2022, 6:30pm Meeting held remotely via Zoom MEETING MINUTES Note: All proposals, presentations, and/or documentation to be reviewed and discussed at this meeting can be viewed online at the following link: https://bit.ly/SalemPACProposals • Meeting called to order at 6:34 pm. • Roll Call PAC: John Andrews, Kurt Ankeny Beauchamp, Carly Dwyer-Naik, & Catherine Bertrand in attendance. Absent: Norene Gachignard & Janine Liberty. • Meeting Minute Approvals o July 19, 2022 Meeting Minutes- John motioned to approve meeting minutes, Kurt moved, Carly seconded. Motion approved unanimously. o July 28, 2022 Special Meeting Minutes- John motioned to approve special meeting minutes, Carly moved, Catherine seconded. Kurt abstained. Not enough votes to make a quorum. Voting was tabled for the next meeting. ● Format Discussion and Vote for September 2022 thru March 2023 meetings The state has extended the virtual meeting law for fully remote, and hybrid meetings. Hybrid meetings need quorum to be in person. Format needs to be posted in the meeting agenda 48 hours in advance. Technically we could configure the meeting format together before that is posted, but that might cause a lot of confusion, and may lead to a lot of canceled meetings if unable to pivot at the last minute. Julie advised that Norene is in favor of remote meetings. Kurt has motioned for the meetings to stay remote. John moved. Catherine seconded. Motion passed unanimously. ● Sarah Remond Painting Donation Review & Discussion Julie showed us a picture of a portrait of abolitionist Sarah Remond gifted to the city by a local artist. The 4.5 ft x 2.5 ft framed portrait fits in well with the decor of the City Hall. If or when this image is approved, this image would then be vetted through City Council in order to be hung in City Hall. John made a motion to accept the piece into the City’s collection. Catherine moved, Carly seconded. Kurt opposed. John motioned to strike the vote in order to open a discussion. Kurt is concerned about the city's endorsement of the image. He wants to make sure that the constituency is in favor of this depiction. Kurt is concerned that the image’s skin tone may be off, and wishes to not contribute to a white washing of the figure of the black abolitionist from Salem. The commission agrees with the statement. The universal consensus is that as long as this image is approved by the appropriate parties, we would give permission to display it publicly in City Hall. John motioned to approve the acceptance of the image of Sarah Remond, Catherine moved. Carly seconded. Motion passed to accept the painting into the City’s collection via donation, with the caveat to make sure appropriate parties are able to review the image first. ● Karin Stanley Sculpture Donation Review & Discussion Kurt was concerned that if the sculpture was left in that spot, it would be John motioned, Catherine moved, and Kurt seconded. The motion passed unanimously. ● Making It Public Temporary Public Art Call- Timeline Workshopping Due to time limitations, Julie suggested tabling this conversation for later on this fall when more time can be invested in the topic. Call needs to go out this Fall or the end of November. CLC Mural Call Review Public Art FY23 (July 2022-June 2023) Strategic Work Plan; Budget Allocations Discussion Continued • Public Comments- None ● Adjourn- Norene motioned to adjourn. Moved by John, seconded by Catherine. Meeting Adjourned at 8:09 pm. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found below. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the city’s website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting. Public Comment Protocol: During portions of the meeting in which public comment is permitted, members of the public who have “raised their hand” in Zoom will be called on to offer comment. Members of the public who wish to address the Commission or make a comment may do so only when called upon during the open public comment portion of the Page 1 of 2 meeting. When the time comes, the Commission Chair or Staff Member will announce that the floor is now open for public comment. In order to raise a hand, members of the public using the Zoom computer or phone applications may click the “Raise Hand” feature that can be found next to your name on the participants screen to ‘raise your hand’ then wait to be called upon for comment. Please make sure to remember to turn your microphone on and unmute yourself before raising your hand. Those participating by dialing in from their phones my also utilize the “Raise Hand’ feature of this platform by pressing “ *9 ” on your key pad.
