Virtual Meeting
SCC members in attendance: Liz, Courtney, Kelly, Kristen, John, Jess, Matt
City staff member in attendance: Julie Barry
1. FY20 Grant Cycle
a. Update on received and outstanding grantee contracts/W-9s
i. All grantees who have completed paperwork have been processed by the
city. We have several outstanding grantees who have not submitted
paper. Jess to take the action to follow-up with outstanding grantees
(project names: Kids Kindness, the Marble Flock, Take Two).
ii. Grantees Carly Dwyer, NAGLY, Jenny Sues are pending funds. Jess to
follow-up with the city to get funding released.
iii. Grantee Doreen was not able to receive her funding from FY19 funding
cycle. The city has canceled the check and is sending a new check.
b. Carly Dwyer’s request for a revised program in light of COVID-19
i. Vote to approve program change
1. Yays: Courtney, Kelly, Kristen, Matt, John, Jess, Liz
2. Nays: 0
2. Election for FY21 Officers
a. Council members confirmed a new leadership structure: two co-chair positions,
treasurer, secretary, and function-specific chairs to be determined once new
council members are added.
b. Liz, Courtney, Matt, Kristen are declining to return for a second term.
c. Council-member vote for officer position, Co-Chair (1)
i. Nominations: Liz nominates Jess for the position of Co-Chair 1; Matt
seconds the nomination.
ii. Vote to confirm:
1. Yays: Courtney, Kelly, Kristen, Matt, John, Jess, Liz
2. Nays: 0
d. Council-member vote for officer position, Co-Chair (2)
i. Nominations: Jess nominates John for the position of Co-Chair 2, Liz
seconds the nomination.
ii. Vote to confirm:
1. Yays: Courtney, Kelly, Kristen, Matt, John, Jess, Liz
2. Nays: 0
e. Council-member vote for officer position, Treasurer
i. Nominations: No nominations for Treasurer. The vote will be tabled for
the next meeting.
f. Council-member vote for officer position, Secretary tabled.
i. Nominations: No nominations for Secretary. The vote will be tabled for the
next meeting.
g. Council-member vote for Ex-Officio
i. Nominations: Liz self-nominates; John seconds.
ii. Vote to confirm:
1. Yays: Courtney, Kelly, Kristen, Matt, John, Jess, Liz
2. Nays: 0
3. New Member Recruitment
a. One application received so far, Sam Lim. New Co-Chairs to reach out to the
applicant.
b. The deadline for new applications has expired. The council has determined to
renew the call for new members.
4. Any other business

City Ordinance Sections 2-2028 through 2-2033.

Important Announcement
Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting
Law, G.L. c. 30A, §20,and the Governor’s March 15, 2020 Order imposing strict limitation on the number
of people that may gather in one place, this meeting of the Salem Public Art Commission will be conducted
via remote participation to the greatest extent possible. Specific information and the general guidelines
for remote participation by members of the public and/or parties with a right and/or requirement to
attend this meeting can be found on the city’s website, at www.salem.com. No in-person attendance of
members of the public will be permitted, but every effort will be made to ensure that the public can
adequately access the proceedings in real time, via technological means. In the event that we are unable
to do so, despite best efforts, we will post on the city’s website an audio or video recording, transcript, or
other comprehensive record of proceedings as soon as possible after the meeting.
Remote Participation Instructions:
Public participation for the Salem Public Art Commission meeting scheduled for Tuesday, June 2, 2020 at
7:00pm will be conducted via a free remote participation platform called Zoom.
The City of Salem strongly encourages any parties who wish to participate in this meeting to download
and familiarize themselves with Zoom prior to the meeting.
For this meeting, members of the public who wish to watch, listen or provide comment during the meeting
may do so using one of the following methods:

Public Comment Protocol:
Members of the public who wish to address the Commission or make a comment my do so only when
called upon during the open public comment portion of the meeting. When the time comes, the
Commission Chair or Staff Member will announce that the floor is now open for public comment.
If accessing the meeting using a computer or other smart device and you wish to make a comment,
please utilize the “Raise Hand” feature that can be found next to your name on the screen and ‘raise
your hand’ then wait to be called upon for comment. Please make sure to remember to turn your
microphone on and unmute yourself before raising your hand.
Those participating by dialing in from their phones my also utilize the “Raise Hand’ feature of this
platform by pressing “ *9 ” on your key pad.
