CITY OF SALEM, MASSACHUSETTS SALEM HARBOR PORT AUTHORITY MEETING MINUTES: August 01, 2019 A public meeting of the Salem Harbor Port Authority was convened at 5:00 pm in the large conference room located on the ground floor of Salem City Hall Annex, 98 Washington Street. Members present: Michael Rutstein ©, Mayor Kim Driscoll, Bob McCarthy- Ward 1 Councilor, and Fred Atkins Absent: Meaghan LeClerc. Others Present: Sen. Joan Lovely, Kathy Winn – Deputy Planner, Bill McHugh – Harbormaster/ FSO Meeting called to order at 5:07pm. Minutes from the meeting convened on June 6, 2019 were reviewed. Motion by Mr.McCarthy and second by Mr. Atkins to accept as recorded, Unanimous approval. Mr. Rutstein entertains comments from the public. None offered. Salem City Hall – 93 Washington Street – Salem, MA 01970-3592 Ph. 978-745-9595 Fax 978-744-9327 Scott Silverstein of Footprint Reality LLC, accompanied by Real Estate Developer, Matt Blackham, provided a brief synopsis of the Power Station Project to date and advised that Max Greig and Tim Leary are now the POC’s for the Power Station. Mr. Silverstein continued that he and Mr. Blackham would be focusing on the remaining 42 acres and that it probably didn’t make sense to keep all the parcels in the DPA. He spoke of the Sasaki Study that was completed in 2011, which conceptualized marine industrial uses to the North and a less industrial use to the South. Mayor Driscoll spoke to the CBA providing funding for planning and that she was hoping that public access to the property would be possible when the Power Station had completed its perimeter walls, fencing and landscaping in the near future. Mayor Driscoll also spoke of a community envisioning process for the property which would include ideas to maximize appropriate uses of the pier. Mr. Rutstein inquired as to the needs of the Power Station relative to the berth. Mr. Silverstein advised that it may necessary to utilize the dock from time to time in the event replacement units need to be landed. Mr. McHugh asked about the provisions in the CBA to convey the Pier and up to five (5) acres from Footprint to the Port Authority. It was agreed that representatives for the City and Footprint would discuss the mechanics of that process. Mr. Rutstein asked Mr. Blackham about his opinion regarding future use of the property. Mr. Blackham offered that he did not have any concepts to share at this time and was still considering appropriate uses for the property. Sen. Lovely inquired/suggested that Massport might be involved in the planning process. Proposals to provide a structural assessment of the deep-water pier were discussed. Mr. McHugh advised that the City’s Purchasing Agent, Tom Watkins, had informed him that Engineering Services are exempt from 30B. Mr. McCarthy motion and Mayor Driscoll second to move forward with the structural assessment proposal submitted by Collins Engineering.
