SALEM HARBOR PORT AUTHORITY 98 WASHINGTON STREET, SALEM, MASSACHUSETTS 01970 (978) 619-5685 PLANNING (978) 741-5685 HARBORMASTER MEETING MINUTES: May 5, 2022 A public meeting of the Salem Harbor Port Authority was convened at 5:00 pm via Zoom web conference. Members present: Michael Rutstein (Chairman), Councilor Bob McCarthy - Ward 2, Fred Atkins, and Kathy Winn Members absent: Mayor Kimberley Driscoll Others Present: Seth Lattrell – Port Authority Deputy/Planner, Councilor Jeff Cohen, Alan Hanscom (Salem TV), Dan O’Connor, Dustin Luca (Salem News), John Berry, Hannah Mori (Senator Lovely’s office), Christine Petryszyn – Recording Clerk Call to Order Chairman Rutstein called the meeting to order at 5:04 pm and outlined the format for the meeting, indicating that members of the public may provide comments during the period of the meeting designated for public comment. Blaney Street Parking Management Councilor McCarthy reported that he spoke with Mr. Kucharsky about the sign and making it resident parking permits instead of Zone 1, which will allow for more flexibility. He also reported an adjustment to the hours, 7am – 7pm, to reflect the ferry schedule. No RV parking language will be added to the sign. Ferry users will be able to print a permit for their vehicle when they purchase their tickets online. Councilor McCarthy noted this is a first attempt to alleviate parking pressure. Other users, the marina, etc. are working to find off-site storage and parking. Staff/Authority Updates Harbor Plan Mr. Lattrell reported that they Harbor Plan is moving forward. They would like to submit the plan so that it can be approved by the State as soon as they have the authority to do so. Meeting Minutes May 5, 2022 Page 2 Offshore Wind Mr. Lattrell reported that the Crowley team is making significant progress with the conceptual design of the port redevelopment. They are working with the City to schedule design charrettes with key stakeholders. A permitting and community engagement consultant is being brought on board by Crowley to assist with the roll-out of meeting dates and the initial MEPA filing. They are working on regional collaboration; bringing in businesses, workforce, community leaders, etc. He reported that they are looking at New Bedford’s work as a model and looking for lessons there. Identification of project funding has been very active. They are looking at every opportunity for funding at the state level and working with the Crowley team on that front. The administration has set aside a $50M budget for offshore wind projects through MassCEC and they are talking with the administration on other funding sources. Federal funding sources are being pursued as well, including an application for a PIDP grant through MARAD due May 16. Mr. Lattrell reported engagement with Salem State University and attendance at a recent offshore wind conference, which led to good resources and networking. Mr. Lattrell reported that the Purchase and Sale agreement with the power plant has been signed. The Chapter 11 filing did not affect the agreement, and they are targeting a closing date of late summer/early fall. Harbor Master Report Harbormaster McHugh was not in attendance, so a report was not provided. Mr. Lattrell noted that the Port Authority will start to have hybrid meetings on July 7th. More details will follow. Public Comment The meeting was opened for public comment. There were no comments. Approval of Minutes Meeting minutes from the April 7 meeting were unanimously approved by all members present. Adjournment Salem Harbor Port Authority adjourned at 5:30 pm
