MEETING MINUTES: October 6, 2022 A public meeting of the Salem Harbor Port Authority was convened at 5:00 pm via Zoom web conference. Members present: Councilor Bob McCarthy, Fred Atkins, Kathy Winn (Acting Chair) Others Present: Seth Lattrell – Port Authority Deputy/Planner, Rosa Alvarado from Senator Lovely’s office, and Christine Petryszyn – Recording Clerk Call to Order Ms. Winn called the meeting to order at 5:03pm. Mr. Lattrell outlined the format for the meeting, indicating that members of the public may provide comments during the period of the meeting designated for public comment. Offshore Wind Schedule Updates Crowley has closed on the property. A cooperation agreement with the City was also recorded. The agreement includes a deadline for the conveyance of the 5 acres and delineates the location of the land, which will be used to support the overall project. The City will own the deep-water berth. Mr. Lattrell expressed his appreciation to the Crowley leadership for stepping up on this agreement. It is expected that the Port will be ready to open in the later part of 2025. Project Funding Mr. Lattrell reported that there are not many updates on project funding. There are many variables on the economic development bill, but it will hopefully be moving forward in the coming weeks. The two grant decisions are expected in the coming weeks as well. Engagement The next community meetings will be held in November, which coincides with the MEPA filing. Workforce Development The City was successful in their bid to MassCEC for $50,000 for a equity workforce planning for offshore wind. Salem will be working in partnership with UMass, ECCF, and other local partners to develop pathways for EJ communities on the North Shore. Harbor Plan/DPA Master Plan Mr. Lattrell reported that an updated plan has been given to CZM. They are hoping to hold a final meeting in November, subject to CZM and DEP comments. Blaney Street Parking Mr. Lattrell reported that soft enforcement has begun during October. They are advising people that they can no longer park in this area. Councilor McCarthy noted that that people are using the lot for so many different things and it has gone unchecked for so long that it is going to take some time to convey the message. He added that the Harbormaster’s office is bringing personnel over periodically to staff the entrance. Salem Ferry Terminal Building Mr. Lattrell noted that they were not able to put together the grant application in time for the deadline. A Seaport Economic Development application was submitted for $1 million, of which $300,000 was for the ferry building’s design and permitting. Staff will work to make the next round of FTA grant funding. Harbormaster Report Harbormaster McHugh was not present for the meeting, but Mr. Lattrell reported that the ferry schedule is anticipated to remain the same through October, but capacity will increase as it gets closer to Halloween. Mr. Lattrell also shared that there was public interest in better transparency around ferry fees for residents. He will add that information to the Port Authority website. Public Comment The meeting was opened for public comment. Councilor Jeff Cohen provided advance written comments expressing his strong support for Crowley’s purchase of the 40-acre property.
