MEETING MINUTES: May 4, 2023
A public meeting of the Salem Harbor Port Authority was convened at 5:00 pm via Zoom web
conference.
Members present: Kathy Winn (Chair), Acting Mayor Bob McCarthy, and Captain Fred Ryan
Staff Present: Capt. Bill McHugh – Harbormaster, Tom Devine – Senior Planner
Call to Order
Ms. Winn called the meeting to order at 5:00pm and Captain McHugh outlined the format for the
meeting, indicating that members of the public may provide comments during the period of the meeting
designated for public comment.
Offshore Wind Port Design Updates – Crowley
Jared Kemp and Joseph St. Pierre from Crowley were present to provide a status update on the project.
Mr. St. Pierre reported that they just received the 90% drawings from AECOMM. The team is working
now to vet those documents. Engineering and permitting should be complete by the end of the summer.
A public information meeting was held on May 2nd and was well attended. At least two more meetings
are scheduled. The MEPA filing will be made and will provide for public comment. There was significant
interest during the career fair. Crowley is working with SAFE and MassHire on a pre-apprenticeship
training program to support a local workforce.
Captain McHugh expects to convene an executive group of public safety and engineering team when the
plans are 90% complete so that they are ready to make high level recommendations. The old ferry berth
was rehabilitated. The City is looking to work with Crowley to allow for passenger ferry access as well on
the deep water berth for a barge or deep water vessel for redundancy. There was preliminary discussion
about walking and visual access from Blaney Street while the site is under construction. Crowley will be
prepared to present slides on that in the future.
Ms. Winn asked if more detail could be provided in the future about the partnership with the schools.
Captain McHugh reminded the committee that Mr. Kemp/Crowley would be in attendance at a port
infrastructure conference in California in June.
Mayor McCarthy echoed the sentiment about the public meeting. He reported that there were many
issues that were discussed; workforce development, equitable and diverse labor, environmental justice
communities, economic justice, union labor, apprenticeships, etc. both during construction and once
operations are underway.
Mayor McCarthy asked if renderings of the site from street level could be provided. He noted that he is
committed to listening and wants to make the project work for everyone. Ms. Winn added that a
rendering from Winter Island would be useful.
Harbor Plan/DPA Master Plan
Mr. Devine reported that the consultation period for the Harbor Plan ended on April 26th. The
Secretary’s decision is expected May 17th.
Mayor McCarthy reported that Mr. Lattrell’s position has been posted and the City has received a
number of good applicants. Three candidates were interviewed, one of whom stood out and who the
City is hoping to have on board soon.
Terminal Building/Harbormaster Report
Captain McHugh reported that an installer ship will be arriving in Salem, probably in June as part of the
harbor’s security plan approval. He reported that the ferry is finishing up its overhaul and will be on time
for a May 26th start. He noted that he has been working with Mr. Devine to repurpose the federal ferry
grant to expand passenger capacity on the Nathaniel Bowditch.
The RFP for the terminal building design services has gone out. Licenses for the commercial marina have
gone out and they are the same vendors in years past. Captain McHugh has been working with The
Landing to secure food trucks so that dining options can be provided. He is also working to identify a
harbor shuttle for the season.
Public Comment
The meeting was opened for public comment. Mr. Devine reported a comment that came in from
Councilor Cohen by email who noted that he was very impressed by the public meeting recently held.
Approval of Minutes
The minutes from the February 2, 2023 meeting were unanimously approved.
