MEETING MINUTES: September 5, 2024 A public meeting of the Salem Harbor Port Authority was convened at 5:00 pm via Zoom web conference. Members present: Kathy Winn (Chair), Mayor Pangallo, and Captain Fred Ryan Others Present: Capt. Bill McHugh – Harbormaster, Daniel Collins – Planning Department Call to Order Ms. Winn called the meeting to order at 5:00pm. Mr. Collins outlined the format for the meeting, indicating that members of the public may provide comments during the period of the meeting designated for public comment. Port Updates Mr. Collins reported that the City is gearing up to be ready for the design of the ferry terminal building to replace the temporary building that exists on the site. The new building will enhance the experience of visitors, tourists, and staff. The City is close to being able to enter into an OPM contract for a designer. An RFQ for a designer has gone out, and they hope to select a designer within the next month or two. A designer selection committee has been set up. Captain McHugh noted that there are two or three designers who were in the running for contract. The OPM will be under contract any day. The designer will be able to provide schematics and/or construction documents which will allow the City to begin pursuing grants and funding for the construction bid. The bidding for construction is likely two years out. Mr. Collins noted that there is nearly enough funding in place to cover the designer. The RFQ allows them to phase the design work based on funding. Harbormaster Report Captain McHugh reported that he met with Crowley and Custom and Border Protection (CBP) to discuss the deep-water port. The new personnel with CBP was briefed on the project. Crowley will share their business plan with them. CBPs work should be no different from their past work when Dominion was there. There will be foreign merchant vessels coming into Port and a limited number of passenger vessels. Captain McHugh also provided an update on the parking issues the City has had at the terminal building and presented the new signs. He believes the new signs have been effective. He believes one sign, which describes the parking permissions between May 1st and November 1st has been useful. He said that the City is phasing out of car decal for parking and that is likely to lead to issues next season. Mayor Pangallo noted that residents will be able to electronically enter their license plate number and City staff will be able to check whether the car is permitted to be in that area. He expressed concern that only a portion of the City residents had a sticker. Captain McHugh explained the history behind the zone stickers. He and Mayor Pangallo agreed they will discuss and come up with a solution. Captain McHugh reported on the Willows Pier project, which he said it is coming along well. He said there were some delays in finding competent rock, but they are on schedule. He also reported on an upcoming meeting with the Mayor to discuss the proposed dedication of the terminal to Kevin Cornacchio. Captain McHugh also noted that ridership on the ferry is up 20-25% over last year’s numbers at this time. Vessel capacity will be increased from Boston, and they will add a boat coming from Hingham in hopes of lessening cars on the road. BHC is coordinating these rides. Public Comment There were no comments from the public. Approval of Minutes Captain Ryan made a motion, seconded by Mayor Pangallo, to approve the August 1, 2024 Salem Port Authority meeting minutes. The motion passed unanimously. Adjournment Captain Ryan made a motion, seconded by Mayor Pangallo, to adjourn the meeting at 5:25pm. The motion passed unanimously. The Salem Harbor Port Authority approved these minutes at the meeting held October 10, 2024.
