MEETING MINUTES: October 10, 2024 A public meeting of the Salem Harbor Port Authority was convened at 5:00 pm via Zoom web conference. Members present: Kathy Winn (Chair), Fred Atkins, Mayor Pangallo, and Captain Fred Ryan, Councilor Cindy Jerzylo Others Present: Capt. Bill McHugh – Harbormaster, Daniel Collins – Planning Department Call to Order Ms. Winn called the meeting to order at 5:00pm. Capt. McHugh outlined the format for the meeting, indicating that members of the public may provide comments during the period of the meeting designated for public comment. Port Updates Joe St. Pierre and John Berry, from Crowley, were present to provide an update on the port. Federal permitting from the ACOE Section 10 is complete, and the Maritime Administration is completing their final review. Crowley is working with DW/JF White Joint Venture, the general contractor, and coordination is happening on daily submittals and RFI’s. Public safety meetings are increasing as construction progresses. Avangrid’s project was selected by Massachusetts. It will be 791 MW OSW Power. Completion is expected by 2029. The Salem Wind Terminal will be used to support this project. One-time payments through the Community Benefits Agreement have been made; $100,000 to Salem Planning and Community Development and $45,000 to the Essex County Community Foundation, and $50,000 to the Salem Police Department and $40,000 to the Salem Fire Department will be delivered tomorrow. The Annual Report is complete and accepted by the CBA Working Group. The Quarterly Meeting of the Working Group has been completed and accepted. All documents have been posted to the City’s website and Salemoffshorewind.com. On the Workforce Development front, MassHire North Shore has held it’s first cohort of the Clean Energy and Offshore Wind Training Program with a 100% completion rate and support from guest lecturers and a site visit. Collin’s Middle School has had an interest-based learning and career exploration program. A STEM Team has deigned a scope and sequence for 6th-8th grade. The Marine Trades Program at Salem High CTW has collaborated with City Councilors and Mario Sousa and created an Advisory Committee. Through the Youth Build North Shore, Crowley supported a U.S. Department of Labor grant application and has committed to job shadowing, internship opportunities and career fairs. The International Brotherhood of Carpenters Conference was a 3-day conference that highlighted a member panel of millwrights and piledrivers. Another newsletter will go out shortly and will be posted on salemoffshorewind.com. Matt Rizzi, new to Crowley Engineering Services, was introduced to the Committee. Councilor Jerzylo noted a potential issue with parking. Mr. St. Pierre said he would be happy to coordinate on that. Staff/Authority Update Mr. Collins provided an update on the ferry terminal building and gearing up for the design of that new building. They will be entering into a contract with an OPM designer, a project manager. That contract is routing for signature. Harbormaster Report Captain McHugh reported that with the assistance of Captain Ryan, they were able to secure a port security grant for the construction of a new vessel that will work within the port and will assist with security. The current vessel does not have the structural integrity that is required. He also reported on collaborative training he completed with two members of the Salem Police force on air and maritime security exercise. He also reported on an upcoming training exercise on port safety and response in Gloucester. Ferry traffic continues to be robust for the month, with additional runs from Hingham over the weekends. He also reported an accessibility project for the Kernwood Marina, an ARPA funded project, which will include an ADA compliant gangway and hoists and new docks. The Willows Pier commissioning ceremony is expected soon and should open this fall. Mr. Daniels noted that the CBA outlines the uses of the checks from Crowley, which include legal reimbursement fees, ECCF will use their funds for a regional interest fund. Councilor Jerzylo inquired about parking at the ferry terminal. Capt. McHugh noted that only residents with zone parking stickers are permitted to park there. Councilor Jerzylo noted that stickers are being phased out. Capt. McHugh believes that is going to be an issue, but they are working on ideas for next year. Mayor Pangallo noted that they are trying to work on solutions but are working on a fair solution to all residents. Public Comment There was no public comment. Approval of Minutes Capt. Ryan made a motion, seconded Mr. Atkins to approve the September 5, 2024 Salem Port Authority meeting minutes. The motion passed unanimously. Adjournment Mr. Atkins made a motion, seconded by Mayor Pangallo, to adjourn the meeting at 5:40pm. The motion passed unanimously.
