MEETING MINUTES: December 5, 2024 A public meeting of the Salem Harbor Port Authority was convened at 5:00 pm via Zoom web conference. Members present: Kathy Winn (Chair), Fred Atkins, Mayor Pangallo, and Captain Fred Ryan, Councilor Cindy Jerzylo Others Present: Capt. Bill McHugh – Harbormaster, Daniel Collins – Planning Department Call to Order Ms. Winn called the meeting to order at 5:00pm. Capt. McHugh outlined the format for the meeting, indicating that members of the public may provide comments during the period of the meeting designated for public comment. Port Updates Joe St. Pierre from Crowley was present to provide updates. Mr. Collins reported that they are working through the FY21 and FY22 grant agreements to begin contracting. They are hoping to finish this work before the change in administration. They are hoping to receive the FONSI letter from NRAD. Mr. St. Pierre reported that work is happening with the design documents, contracting, etc. on a parallel track. Captain McHugh reported on the home rule petition which Governor Healy has signed. He noted that the original granting authority was vague, so the home rule petition clarified that this board had authority over all commercial waterfront operations. Mayor Pangallo noted that it was submitted to in January and expressed his thanks to Senator Lovely and Representative Cruz to keep it moving through the process. Captain McHugh said that the original authority did not include the 5 acres and deep-water berth. A map was provided. Mr. Collins noted that the ferry terminal building design fee proposal is in active negotiation and working to get exactly what the City needs. The City has an OPM who is helping to manage the project. Dedication Petition Captain McHugh reported that a citizen’s petition was received expressing support for the terminal to be dedicated to Kevin Cornacchio. Signatures of local officials and residents were gathered in support of this request. The request letter and signature pages were shared. The dedication request letter was read by Mr. Collins. Ms. Winn inquired whether the board had the authority to name the terminal. Captain McHugh believes that it will require consensus by all parties and that they are looking for the board’s support. Captain Ryan made a motion to authorize the Salem Harbor Port Authority staff to write a letter addressed to the Massachusetts Clean Energy Center and Crowley Wind Services expressing their strong support in naming the port as the Kevin Cornacchio Marine Terminal and to work with those entities on the details necessary for the dedication. Mayor Pangallo seconded the motion. The motion passed unanimously. Harbormaster Report Captain McHugh reported that the City of Lynn did not need to use the Bowditch. The ferry was sent to Central Wharf due to the winter weather. She will likely be at Long Wharf and Mystic during the winter. He added that the sea installer from Canada was in Salem. The Facility Securities Plan is up for renewal and the USCG requested that the plan sit for two years until the new terminal is completed. All arrivals of construction vehicles will be under the Crowley plan. Cruise ships are expected once the project is complete, Fall of 2027 at the earliest. Captain McHugh reported that the Willows Pier project is complete, and the Kernwood project is underway. Councilor Jerzylo expressed her thanks to Captain McHugh and Mr. Collins for their work on this project. She inquired about the timing of the gangway. Captain McHugh said they are working to secure funding and design for the gangway. Public Comment There were no members of the public wishing to comment. Approval of Minutes Mayor Pangallo made a motion, seconded Captain Ryan, to approve the November 7, 2024 Salem Port Authority meeting minutes. The motion passed unanimously. Adjournment Councilor Jerzylo made a motion, seconded by Captain Ryan, to adjourn the meeting at 5:33pm. The motion passed unanimously.
