Salem State University Neighborhood Advisory Committee November 2, 2016 – Minutes Attendees: Chairman Dominick Pangallo, Adria Leach, Ben Szalewicz, Marcia Lambert, Dana Lothrop, Polly Wilbert Absent: Councillor Steve Dibble, Councillor Josh Turiel, Jack Hoar Guests: Chief Mary Butler & Sgt. Harry Rocheville 1. Welcome and Introductions 2. Approval of November 2, 2016 Minutes • Approved with edits 3. Construction Updates A. Sophia Gordon Center for the Creative & Performing Arts - Ben Szalewicz, SSU • On schedule to be completed by the end of the year • Final touches are being completed in the interior • Furniture scheduled to arrive in December • Marquee scheduled to go up in December (no date scheduled as of yet) • Questions/Comments • Polly asked if there will be additional signage other than the marquee. Ben advised there will be silver letters with the theater name as well. B. O’Keefe Center rink replacement – Ben Szalewicz, SSU • The ice is up and running • An insulated ceiling will be installed in the near future • Questions/Comments • Dominick asked if the ceiling work will be done from the inside. Ben confirmed it will be done inside. C. 287 Lafayette Street – Ben Szalewicz, SSU • Ben received an update from David P stating the panels should be arriving in 2 – 3 weeks • Neighbors chose to change the color of the screening from grey to forest green 4. Old Business A. Councillor Dibble’s proposal for more making more parking on Central Campus • Ben is looking into this. B. Garage Update – Ben Szalewicz, SSU • Baffles have been installed on the east side of the garage • Light bulbs in the parking lot lights are being replaced. They are scheduled to arrive next week and will be solar powered. C. North Campus precinct study – Ben Szalewicz, SSU • The study is moving along • Schedule has been extended into the first of the year • Sasaki has been meeting with the neighborhood group • Hoping to have another meeting in early December • Questions/Comments • Adria advised they are working with Sasaki on getting an online survey together so that neighbors who are not in the meetings can provide input  • Dominick advised that the city legal department is looking into the process of obtaining funding through the MSBA (Massachusetts School Building Authority) for the Harrington Building E. Neighborhood disturbances – Chief Butler & Sgt. Rocheville, SPD • Two houses on Hazel Street have been an ongoing issue. One home has been fined $750 and issued disorderly citations. • There is a zero tolerance policy with these two residents at this point. • There are athletes living in the residents & as such coaches have been advised of the ongoing problems. • There have been parties between the two houses of 200 – 250 students • Chief Butler shared that they are working with SSU police to patrol this area together so students are aware they are being monitored by both the University & city police. Questions/Comments • Chairman Pangallo mentioned that the weekend before Halloween was busier then Halloween night – lesson learned for next year as Halloween falls on a Tuesday. • Polly expressed concern about the amount of bottles (beer, wine, & nips) down Lafayette Street. She suggested temporary trash cans similar to what Boston puts up on the 4th of July. o Chief Butler agreed and added Derby Street had the same issue. o Chairman Pangallo advised that other neighbors have asked for temporary trash cans during October. He said they will discuss it during the Haunted Happenings Committee retrospective meeting. • Chairman Pangallo asked for input on making changes to the schedule of the Certificate of Occupancy. o The draft is available on the city website & was emailed to committee after the meeting 5. New Business • Dana advised that the width of the sidewalks in front of the Sophia Gordon center are different widths since the construction. He stated the sidewalk was previously 7 ½ - 8 feet and it is now 6 ½ feet. Ben advised he will look at the plans and Chairman Pangallo stated he will look into the city code. • Dana asked what was going on at the end of Raymond Road. Stated something was being installed the night before. o Adria advised it is a car counter for a follow up to the traffic study as it relates to the garage. o Dana suggested doing a similar study but to count the amount of people that are crossing at the cross walk. Chairman Pangallo advised the city has one from the Mass Motion project. Ben added that it would be very helpful for the North Campus Precinct Study to gather that number. • Polly advised that neighbors are complaining about the students parking in Forest River. Chairman Pangallo advised that the parking is not a city ordinance, it is a sticker policy, which means they cannot ticket. 6. Next meeting: Wednesday, December 7, 7:00pm Enterprise Center
