Salem State University Neighborhood Advisory Committee February 7, 2018 – Minutes Attendees: Chairman Dominick Pangallo, Adria Leach, Councillor Josh Turiel, Polly Wilbert, Councillor Steve Dibble, Dana Lothrop, Marlin Nabors Absent: Marcia Lambert, Ben Szalewicz, Captain Richard Riggs, Jack Hoar 1. Welcome and Introductions 2. Approval of December 6, 2017 Minutes • Approved • Move action & follow up items to the agenda from the minutes 3. Construction Updates No active construction • Councillor Dibble addressed that there is landscaping & clean up taking place at 121 Loring Ave o Councillor Dibble requested that two trees be planted He added he is pleased with how it looks thus far Adria will follow up with Ben regarding planting trees o Polly suggested lighting be added to indicate that there is a driveway there • Dana asked Councillor Dibble to track down the gate to the bike path. Councillor Dibble is working on it with public works department • Polly requested a date of when the bus shelter will be put up 4. Old Business A. Comprehensive parking study • Sasaki is working on adding comments from the working group o Polly requested that the presentation be posted o Adria will post it and ask Dominick to send out the link to the group • Councillor Dibble expressed that he was disappointed in the presentation from Sasaki. He shared they spent too much time talking about what the problems are and not enough about the solutions. o Councillor Dibble asked if Adria could share what the talking points and comments from the group were. Adria will follow up if they have anything to share. • Polly was disappointed in the lack of time that they had for open dialog with the student representative. • Polly added that there was talk of the shuttle during the meeting but there was nothing in the data or on the record about the shuttle. • Dana asked if this was a study, why wasn’t it called it study. Dana showed a copy of the presentation which is titled “Campus Parking Plan.” o Adria will follow up on the titling • Adria will talk to Ben about possibly shifting the time of final presentation so that feedback can be received and discussed at the South Salem Neighborhood March meeting. B. Baseball field activities • Signs are ordered and the city will post them once received • Expected to arrive by March 1st o First home game is March 3 o Councillor Dibble requested that team members and visiting teams be reminded where to park C. Neighborhood disturbances • 3rd floor 21 Wisteria has been evicted o The University will be having a disciplinary meeting with students from the unit as they threw a party before they left • Unit is currently unoccupied. Landlord is appealing the decision that it is a legal apartment, so unless his appeal wins, it will remain empty. • House on Holly has had some police presence and a person was taken into custody D. Horace Mann Laboratory School relocation • Superintendent has proposed to close Bowditch so that Horace Mann can move in there • Adria advised they will continue to be involved with the Horace Mann regardless of the relocation • Public meeting scheduled for next week • Councillor Dibble expressed concerns that SSU students who volunteer at the Horace Mann will no longer be able to volunteer because of the distance and of not being on campus • Councillor Dibble will be scheduling a meeting to talk about ways to enhance SSU’s work with the public schools • Councillor Dibble is disappointed Ward 7 does not have a neighborhood school anymore and would still like consideration to have a school at South Campus. • Adria clarified that President Keenan supports the partnership between SSU and Salem Public Schools. New Business • The traffic light on corner of Loring and Lafayette is being tied to a pole with a rope. o Chairman Pangallo will follow up on this • Neighbor asked that the light at Loring Ave & Linden be looked at. o Councillor Turiel advised that the whole street could use updated lighting o Polly suggested the “No Left” sign be updated to a sign that has a visual for no left turn – similar to Raymond Road sign • Polly asked Marlin if there are weekend activities available for students. Marlin advised there are not, but they are working on it. Marlin explained that the campus is very active with student activities but they seem to have most of their activities on weekdays. Need to work on spreading it out to the weekend. Polly requested this remains an agenda item. Deferred Items (no current updates) a. Science building addition b. Canal Street drainage project 7.
