Scholarship & Education Committee Meeting Minutes - Draft Tuesday, July 23, 2019, 6:30 P.M. City Hall Annex, 98 Washington Street Called to Order: 6:30 p.m. Members Present: Tyler Carlton, Elizabeth McGovern, Tayla Rose, Amy Stewart Staff Present: Dominick Pangallo 1. Welcome and introductions 2. Approval of minutes The committee unanimously approved the minutes of May 20, 2019 3. Financial update The Scholarship Fund received $26 in May and $19.79 in June, ending FY2019 with a balance of $837.45, due to the awarding of the 2019 scholarships. The Education Fund received $34.90 in May and $11 in June, ending FY2019 with a balance of $27,486.97. Dominick distributed the four-year trends for March, April, May, and June. 4. Old business a. Discussion on the use of the Education Fund Tyler announced that he attended the City Council meeting on July 18th at which the Council took up and unanimously approved the Committee’s requested home rule petition for a special act to allow for scholarships to be awarded from the Education Fund. The measure now moves to the state legislature, where it will likely not be taken up until fall at the earliest, due to the summer recess. The committee continued its discussion around creating an application form for entities and organizations that wish to apply to the Education Fund for funding. Tyler is drafting the application and will work on making it available as a Google form or other online fillable form. The committee determined a fall application deadline would be most suitable for Education Fund awards. b. Flatbread Pizza fundraiser The committee reviewed the requirements from Flatbread for a fundraising night and decided to proceed with inquiring about the availability of an October or November date. A hand-made banner is required; Amy offered to identify some volunteers to assist with it and Dominick suggested the Youth Commission might be asked for assistance. The committee further discussed finding fundraising night opportunities at PZA, CinemaSalem, and the Ninety-Nine. 5. New business Dominick reported there has been no response to the outreach to the five retail marijuana companies and suggested asking if donations can be collected on the October shuttle buses. Tyler volunteered to raise funds as a licensed street performer during Haunted Happenings. Dominick will follow up with City staff on both of these possibilities.
