Scholarship & Education Committee Meeting Minutes - Draft Monday, November 16, 2020, 6:30 P.M., meeting held remotely Called to Order: 6:30 p.m. Members Present: Tyler Carlton, Elizabeth McGovern, Amy Stewart, Tayla Thompson, Lynne Mullen, Andrew Boucher, Greg MacPhee, Cynthia Nina-Soto Staff Present: Dominick Pangallo 1. Call to Order 2. Introduction of new members The new members introduced themselves to Cynthia and she introduced herself to them. 3. Approval of minutes The committee unanimously approved the minutes October 5, 2020 with Cynthia abstaining as she was absent for the meeting. 4. Financial update The Scholarship Fund has a balance of $4,310.25. The Education Fund has a balance of $14,910.74. Dominick shared the four-year trend of receipts for both funds for October. 5. Old business a. Fundraising updates Dominick confirmed that the text-to-donate number is still active and available for use. Tyler reported that he had spoken with Rep. Tucker, Councillor Hapworth, and Councillor Turiel about doing some kind of online fundraiser and the committee discussed possibly some kind of karaoke contest. Tyler also reported that he is still waiting to hear back from the bank foundation grants he submitted. Dominick offered to send out requests to the cannabis companies as was done last year. b. Special act Tyler reported that the special act that would enable the Committee to transfer money from the Education Fund to the Scholarship Fund is now in the Senate Committee on Bills in the Third Reading. He will continue to work with Rep. Tucker and Sen. Lovely to try to advance it out. 6. New business a. Review and vote on Education Fund grant applications The committee reviewed grant applications from Ashley’s Preschool & Daycare, Muhammad Kabir Sani, Salem State University, Salem High School ROTC, and LEAP for Education. Muhammad’s application was rejected as it was not eligible for an Education Fund grant. Tayla recused herself from the deliberation and vote on the application from Ashley’s Preschool & Daycare. The committee otherwise voted unanimously to award $800 to Ashley’s Preschool & Daycare for technology purchases, pending a determination from the City’s Legal Department that grant funds can be awarded to a private for-profit entity, $500 to Salem State University for the Salem’s Next Leaders program, $600 to Salem High School ROTC for uniforms, and $500 to LEAP for Education for the Teen Center. CITY OF SALEM, MASSACHUSETTS Kimberley Driscoll Mayor Scholarship & Education Committee Monday, November 16, 2020 6:30 p.m. Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §20,and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Salem Scholarship & Education Committee will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on the city’s website, at www.salem.com.
