Scholarship & Education Committee Meeting Minutes - Draft
Monday, December 14, 2020, 6:30 P.M., meeting held remotely
Called to Order: 6:33 p.m.
Members Present: Tyler Carlton, Elizabeth McGovern, Amy Stewart, Tayla Thompson, Lynne Mullen,

1. Call to Order
2. Approval of minutes
The committee unanimously approved the minutes for the meeting of November 16, 2020.
3. Financial update
The Scholarship Fund has a balance of $4,322.25. The Education Fund has a balance of $14,921.74.
Dominick shared the five-year trend of receipts for both funds for November. Last month the Education
Fund took in $79 and the Scholarship Fund took in $43.
4. Old business
a. Fundraising updates
Tyler is working with Councillors Hapworth and Turiel and Rep. Tucker on an online fundraiser concept.
There is also a possibility that musician Annie Brobst might be able to do a benefit event, as well. No
response to the bank foundation grant applications yet.
b. Special act
Tyler reported that the special act that would enable the Committee to transfer money from the Education
Fund to the Scholarship Fund is still in the Senate Committee on Bills in the Third Reading. If it is not
advanced this month it will expire and will need to be refiled in 2021, which would require another home
rule petition from the City Council.
5. New business
a. Education Fund grant applications
Two Education Fund grant applications were received. Even though the deadline on the committee
website was November 15th, because the application form still said that applications would be accepted on
a rolling basis, the Committee decided to allow them to be considered. The Committee had questions
about each application that required more information from the applicants, however. Both applications
were tabled and the Committee agreed to hold a special meeting on December 28 th to take them up,
pending receipt of additional information from the applicants, which Tyler agreed to look into with them.
b. Scholarship Application form
The Committee asked that the Scholarship Application form be added to the January meeting agenda so
that the form could be published in February 2021 on the regular schedule.

Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open
Meeting Law, G.L. c. 30A, §20,and the Governor’s March 15, 2020 Order imposing strict
limitation on the number of people that may gather in one place, this meeting of the Salem
Scholarship & Education Committee will be conducted via remote participation to the greatest
extent possible. Specific information and the general guidelines for remote participation by
members of the public and/or parties with a right and/or requirement to attend this meeting can

members of the public dialing in may press “*9” to raise their hand to speak.
No in-person attendance of members of the public will be permitted, but every effort will be
made to ensure that the public can adequately access the proceedings in real time, via
technological means. In the event that we are unable to do so, despite best efforts, we will post
on the city’s website an audio or video recording, transcript, or other comprehensive record of
proceedings as soon as possible after the meeting.
