CITY OF SALEM, MASSACHUSETTS Dominick Pangallo Mayor Scholarship & Education Committee Meeting – Draft Minutes Monday, April 29, 2024, 6:30 P.M., meeting held remotely Members Present: Andrew Boucher, Yamilis Cruz, Elizabeth McGovern, Lynne Mullen, Timothy Norton, Gabriel Yeager Staff Present: Lisa Peterson Guest(s): None 1. Call to Order: 6:35 p.m. 2. Approval of March 11, 2024 minutes (Moved by T. Norton, Seconded by L. Mullen): Minutes approved 6-0-0. 3. Financial Updates: Education Fund Scholarship Fund Balance:$10,339.20 Balance: $14,431.48 + 1,446.48 (Receipts) - 0.00 (Scholarships Paid Out) + 352.06 (Receipts) ________ _________ $11,771.68 (Total) $14,783.54 (Total) 4. Old Business: ▪ Since the last meeting, the committee has received 2 Education Fund applications and 11 Scholarship applications. The deadline for scholarship applications is May 10. ▪ Rubric for evaluation of the Education Fund applications (created by Gabriel). o Liz: maybe don’t use “feedback” o Liz: keep in mind how many Salem residents will be impacted (Tim agrees) o Tim: Is there a number guide, and if so, how do we know what each number means? ▪ Review Education Fund applications o Salem Academy Players (Salem Academy Charter School) ▪ Discussion: the application needs further breakdown/specificity on exactly what it is being used for, including a timeline; Also, the committee wants to know how many Salem residents this will benefit? ▪ Motion to request additional info from the applicant, and ask them to either re-submit the application with requested info, or attend the upcoming meeting on May 13 to answer the questions directly (moved by T. Norton, seconded by L. Mullen, passed 6 – 0 – 0) o Classroom Library (Salem Academy Charter School) ▪ Discussion: how many Salem residents are in grades 6-8? (The total is 225, how many are Salem residents?); this is a great application and there is a good long term ROI here. Questions are: Is this a finite number of books needed or would this idea still work with fewer books? ▪ Motion to request answers to those questions from applicant (L. McGovern moves, T. Norton seconds, passed 6 – 0 – 0) 5. New Business ▪ Plan to use the May 13th meeting to review/potentially vote to fund Education Fund applications and review Scholarship applications at a high level, removing any that are incomplete. 6.
