Salem Public Schools Salem School Committee POLICY SUBCOMMITTEE Meeting Minutes October 14, 2021 On October 14, 2021 the Policy Subcommittee held its regular meeting using the Zoom on-line meeting platform. In Attendance: Ms. Ana Nuncio, Ms. Mary Manning, and Mr. Manny Cruz Members Absent: Mr. James Fleming Others in Attendance: Liz Polay-Wettengel, Dr. Stephen Zrike, and Mr. Jake Steel Call of Meeting to Order Ms. Nuncio called the meeting to order at 8:03 am. Approval of Minutes Ms. Nuncio made a motion to approve the minutes of August 10, 2021 and September 14, 2021. Mr. Cruz seconded. A roll call vote was made. Mr. Cruz Yes Ms. Nuncio Yes Motion carries 2-0 Ms. Nuncio invited Liz Polay-Wettengel, Chief of Public Relations, to the meeting since the subcommittee would begin reviewing policies in the 1000s - Community Relations. Dr. Zrike introduced Mr. Jake Steel, who is an intern from the Harvard Graduate School of Education's EDLD program. Dr. Zrike explained that Mr. Steel will be with us for the year completing his superintendent practicum hours. Ms. Nuncio began with a discussion regarding the frequency of scheduling the upcoming meetings and also, if there was a way to review a policy and if no changes are made, not to be put through 3 sets of readings for final approval. Dr. Zrike has offered to discuss this with legal counsel. Ms. Nuncio asked if any of the policies should be looked at out of order if they had not been reviewed in a very long time, but Ms. Manning confirmed that all policies have been reviewed per the schedule that they had originally established. Unfortunately, with previous secretaries, there were some changes that were not recorded and therefore, gave the impression that the policies were not reviewed but all policies were reviewed on schedule. Review of Policies in the 1000s Category - Community Relations 1101 - School-Community Relations Goals No changes were made to the existing policy. Ms. Nuncio noted that this policy was last reviewed in 2017. Ms. Nuncio made a motion to refer Policy 1101 School-Community Relations Goals for first reading. Mr. Cruz seconded. A roll call vote was made. Mr. Cruz Yes 10.14.2021 Policy Subcommittee Meeting Minutes Page 1 Ms. Nuncio Yes Motion carries 2-0 1101.01 - Nondiscrimination Ms. Manning voiced concerns regarding the title of the policy and some of the language. She would like to keep the language consistent with other policies that are similar. Mr. Cruz agreed. Dr. Zrike brought to the subcommittee’s attention that this policy is very similar to the equity statement that the district has adopted. Mr. Cruz suggested referencing the equity statement within the policy. Dr. Zrike has recommended submitting this policy to legal counsel for review of the language. 1102 - Advertising in the Schools There was discussion regarding how permissions should be granted for students to be photographed. Dr. Zrike brought up that legal counsel has recommended that SPS adopt an opt in rather than opt out policy. Dr. Zrike will speak to legal again for confirmation on language that should be included. Discussion of policy regarding advertising on the bulletin boards in the schools and flyers that are distributed to the students . Language was revised to include the approval process. The Subcommittee discussed scheduling their next meeting for November. Ms. Nuncio will forward possible meeting dates to the subcommittee for their availability.
